The Regional Directorate of Statistics of Madeira (DREM) today makes available, on its website, the publication of Construction and Housing Statistics for the Autonomous Region of Madeira for the year 2025, simultaneously updating the time series of Construction and Housing and the System of Indicators of Urban Operations (SIUO) with information for 2025.
This edition includes an additional chapter dedicated to analysing the evolution of new licensed housing in the Autonomous Region of Madeira (ARM), comparing the results for 2011 and 2025 and examining the main changes observed in building typology and in the characteristics of new housing.
Annual Survey of Construction Enterprises – Value of work carried out by construction enterprises grew by 18.7% in 2024
In 2024, the value of work carried out by construction enterprises headquartered in the ARM reached 1 073.8 million euros, corresponding to growth of 18.7% compared with 2023. Enterprises with 20 or more persons employed accounted for 67.4% of this value (724.0 million euros), recording an increase of 10.3%, while enterprises with fewer than 20 persons employed accounted for 32.6% of the total (349.8 million euros), showing a sharper increase of 41.1%.
Regarding the type of work, work carried out on buildings totalled 716.2 million euros in 2024 (66.7% of the total), recording growth of 13.9% compared with 2023. In turn, work on civil engineering projects reached 357.5 million euros (33.3% of the total), showing sharper growth of 29.8%.
For enterprises with 20 or more persons employed, the value of work carried out on buildings stood at 477.6 million euros in 2024, corresponding to an increase of 11.4% compared with the previous year. In turn, work on civil engineering projects stood at 246.4 million euros, representing a more moderate increase of 8.2%.
New licensed housing in the ARM – Changes in building typology and dwelling characteristics between 2011 and 2025
Between 2011 and 2025, the average number of dwellings per building increased from 1.7 to 2.5, and the average number of dwellings per floor rose from 0.7 to 1.1, while the average number of floors per building remained unchanged, at around 2.3 floors. These results show that the increase in the number of licensed dwellings resulted mainly from a greater concentration of dwellings per building and per floor, without significant changes in the average number of floors.
During this period, changes were also observed in the average characteristics of dwellings. The average number of rooms per dwelling decreased from 4.7 to 4.2; however, the average habitable floor area of rooms increased from 17.5 m² to 17.9 m², reflecting a shift towards dwellings with fewer rooms, but with rooms of larger average size in 2025.
In the typology of buildings licensed for new residential construction, buildings that are predominantly residential with three or more dwellings became predominant in 2025.
System of Indicators of Urban Operations(SIOU) – Completed buildings increased in 2025, while licensed buildings decreased
According to estimates of Completed Buildings in the ARM, 404 buildings were completed in 2025, representing an increase of 9.8% compared with the previous year. An estimated 971 dwellings were completed, corresponding to a decrease of 12.0% compared with the previous year (+70.9% in 2024, with 1 104 dwellings).
With regard to building permits, these decreased to 563 buildings, recording a decline of 6.5% compared with 2024 (602 buildings). 1 190 dwellings were licensed, a 7.7% decrease compared with 2024 (1 289 dwellings).
Other data on the Housing Market – In 2025, fewer dwellings were sold, and at a lower price
In 2025, 3 303 dwellings were transacted, representing a decrease of 13.5% compared with the previous year. The value of these transacted dwellings amounted to 968.8 million euros, -5.6% compared with 2024.
The median value of bank appraisals for housing in the ARM stood at 2 249 euros/m² (the highest value in the series started in 2011), recording growth of 18.1% compared with 2024.
In 2025, the median price of family dwellings sold in the Region stood at 2 500 euros /m², recording an increase of 4.4% compared with the previous year.
The median rent value of the 1 811 new residential tenancy contracts for family dwellings concluded in the Region in 2025 was 11.33 euros /m², a higher value than in the previous year (10.61 euros /m²).
Cement Sales – 5.4% decrease in cement sales
In 2025, estimated cement sales for the ARM stood at 166 229 tonnes, down by 5.4% over the previous year (175 714 tonnes).
The value of cement sold in the year under reference amounted to 25.3 million euros, recording an increase of 2.5% compared with the previous year (24.6 million euros).
