Excessive deficit procedure
In accordance with European Union Regulations, Statistics Portugal (INE) submits to Eurostat, by the end of the current month, the second notification of 2026, relating to the Excessive Deficit Procedure (EDP).
The estimated net lending of the Regional Public Administration of Madeira (RGM) in 2025 stood at 156.5 million euros, 5.9 million euros less than reported in the 1st notification of this year, which was preliminary in nature. It should be recalled that in 2024 there had likewise been a positive balance, with the RGM's net lending standing at 162.5 million euros.
In 2025, the gross debt of the Madeira GRM stood at 4 832.1 million euros, a figure identical to that reported in the 1st notification of this year. Compared with 2024, the GRM's gross debt decreased by around 92.8 million euros (-1.9%).
Nationally, the net lending of General Government in 2025 reached 2 045.4 million euros, corresponding to 0.7% of Portuguese GDP. In turn, in that same year, the gross debt of General Government stood at around 275.1 thousand million euros, corresponding to 89.2% of national GDP. In the Autonomous Region of the Azores, the Regional Administration's balance was in deficit by 305.5 million euros, while the gross debt of the Regional Government of the Azores stood, in 2025, at 3 797.8 million euros.
