The Regional Directorate of Statistics of Madeira (DREM) releases an update of the time series on Information Society Indicators in Regional Public Administration  and on Municipal Councils with data for the year of 2017

Regional Public Administration

According to the 2017 results of the Survey on ICT usage in Regional Public Administration, 79% of the organizations have a Wireless Local Area Network, 70% have an intranet page and 40% a video-conference system.

The main digital activities performed by the public organizations were exchange of files and other information (96%) and information collection / reception and Financial and administrative management (91% in both cases). All organizations have e-mail.

The most common activities performed by these organizations on the internet were E-mail usage, search of information and documentation and electronic exchange of files and communication with other departments. Other activities should be mentioned as: communication with citizens (81%), bureaucracy simplification (72%) and purchase and sale of goods/services (21% in both cases).

On its internet website, 64% of the organizations of the Regional Public Administration provide forms for download, 51% allow online filling up of forms and its submission, 53% have online free distribution of services or goods in digital format and 26% use internet to survey the citizens. 32% of the websites make possible for users to inform about their satisfaction and 17% have a virtual service desk.

In 2017, only 4% of the public organizations of the Autonomous Region of Madeira used e-commerce to order goods or services (8% in 2016), mainly related with telecommunications and data transfer services and travels.  The preferred platforms were e-mail and the central government purchasing office and suppliers catalogues (50% in each case) . The most important reason for non-use of electronic commerce for ordering goods and/or services was because it was “not adjusted to the organization profile” (25%).

15% of the organizations recruited or tried to recruit specialist staff in ICT in 2017. Of these, 71% experienced difficulties in filling specialist staff jobs in ICT. The ICT functions performed only by internal resources were the support to web applications and support to software / management systems (both with 43%).

15% of the organizations bought cloud computing services on the Internet (12% in 2016). The factors that hampered the deployment of paid cloud computing services were the high costs of acquisition of cloud computing services (33%) and the uncertainty about the applicable law, jurisdiction and the dispute settlement mechanism (28%).

Only 9% of the public organizations of the Autonomous Region of Madeira analysed big data in 2017. These analyses were performed by organization staff in every case. The data sources were data generated from digital media (50%) and device data from smart devices or sensors (50%).

In 2016, the capital expenditures of the Regional Public Administration in ICT stood at 1.6 million euros, 73.8% of which to software licensing, while the current expenditures were 451.2 thousand euros, the most important type of expenditure being the hiring of other ICT services (33.0%).

Municipal Councils

Every municipal council of the Autonomous Region of Madeira (ARM) has internet access (broadband) and presence in the internet. 73% of them allow the public consultation of the processes through the internet.

Electronic commerce usage by the municipal councils of the Autonomous Region of Madeira has been increasing in the last years, reaching 55% in 2017. Compared to the country’s average (59%) in 2017, the ARM is still behind in this indicator.

In 2017, only 4 municipal councils out of 11 allowed the filling out and online form submission. In the country this indicator reached 62%, above the regional average (36%).
