DREM makes available an “Em Foco” publication on Electoral Events held in the Autonomous Region of Madeira in 2025
The Regional Directorate of Statistics of Madeira (DREM) makes available today, on its website, an “Em Foco” publication dedicated to the Electoral Events held in the Autonomous Region of Madeira throughout 2025, presenting an integrated analysis of the results of the regional, legislative and local elections, as well as voter turnout levels and the territorial distribution of votes.
This publication summarises the main results recorded in the three electoral events held in 2025, analysing the evolution of electoral behaviour, the performance of the main political parties and voting patterns by municipality and parish.
In addition, the interactive elections dashboard was updated with all information relating to these electoral events, allowing for detailed and dynamic consultation of results.
In 2025, voter turnout levels in the Autonomous Region of Madeira remained relatively uniform across the different electoral events.
In the regional elections, held on 23 March, 255 380 voters were registered, of whom 142 960 exercised their right to vote, corresponding to a turnout rate of 55.98% and an abstention rate of 44.02%.
In the legislative elections, held on 18 May of the 255 801 registered voters, 138 922 participated in the electoral event, reflecting a turnout rate of 54.31%, with the abstention rate standing at 45.69%.
In the local elections, held on 12 October, 255 975 voters were registered, with 138 970 having voted, corresponding to a turnout rate of 54.29% and an abstention rate of 45.71%.
The main results are highlighted below:
Regional Legislative Elections – PPD/PSD reinforced its lead and JPP consolidated itself as the second political force
In the regional elections of 23 March 2025, the Social Democratic Party (PPD/PSD) obtained 62 085 votes, corresponding to 43.43% of the total, recording an increase of 7.30 percentage points (pp) compared to the previous elections. Juntos Pelo Povo (JPP) reached 30 094 votes (21.05%), positioning itself as the second political force, with a growth of 4.16 pp compared to the previous regional elections. The Socialist Party (PS) received 22 355 votes, equivalent to 15.64%, reflecting a decrease of 5.68 pp compared to the previous elections. Chega obtained 7 821 votes (5.47%), CDS-PP and Iniciativa Liberal (IL) recorded 4 288 votes (3.00%) and 3 097 votes (2.17%), respectively.
At the territorial level, PPD/PSD recorded the highest percentage in the municipality of Calheta (58.77%) and the lowest in Santa Cruz (35.12%). JPP stood out in Santa Cruz (36.72%), whilst PS obtained its best result in Porto Moniz (31.51%). By parish, PPD/PSD reached its highest value in Arco da Calheta (60.86%) and its lowest in Gaula (29.57%), whilst JPP recorded its best result also in Gaula (49.67%).
National Legislative Elections – PPD/PSD.CDS-PP Coalition maintained its lead, Chega reinforced its vote
In the legislative elections of 18 May 2025, the PPD/PSD.CDS-PP Coalition obtained 57 447 votes in the Region, corresponding to 41.35%, recording an increase of 5.97 pp compared to the previous elections. Chega reached 29 038 votes, equivalent to 20.90%, reinforcing its electoral expression (+3.34 pp compared to the previous national legislative elections). PS obtained 18 704 votes (13.46%), recording a decrease of 6.38 pp compared to the previous elections, whilst JPP received 17 115 votes (12.32%), with an increase of 2.74 pp.
Territorially, the PPD/PSD.CDS-PP Coalition recorded the highest percentage in the municipality of Calheta (58.01%) and the lowest in Santa Cruz (32.82%). Chega stood out in Câmara de Lobos (25.68%), whilst PS obtained its best result in Porto Moniz (37.58%). At the parish level, the PPD/PSD.CDS-PP Coalition reached its highest value in Prazeres (61.49%), whilst Chega recorded its best result in Caniçal (32.79%).
Municipal Elections – Greater vote fragmentation and strong growth of JPP and Chega
In the local elections of 12 October 2025, for Municipal Councils, the PPD/PSD.CDS-PP Coalition obtained 45 353 votes, corresponding to 32.64%, recording a decrease of 1.18 pp compared to the previous elections. JPP received 25 144 votes (18.09%), showing significant growth of 8.09 pp compared to the 2021 local elections. PS obtained 18 577 votes (13.37%), recording a slight decrease of 0.02 pp compared to the previous electoral event, taking into account, for comparison purposes, only the municipalities in which it stood alone. PPD/PSD, which stood independently in three of the eleven municipalities, recorded 16 179 votes (11.64%), whilst Chega reached 15 725 votes (11.32%), corresponding to the largest growth recorded in the year (+8.83 pp compared to the previous local elections).
The territorial analysis reveals that the PPD/PSD.CDS-PP Coalition obtained the highest percentage in Porto Santo (56.16%), whilst JPP stood out in Santa Cruz (47.00%). Standing alone, PPD/PSD recorded the highest percentage in Calheta (65.12%). Chega achieved its best result in the municipality of São Vicente (49.23%), whilst PS stood out in Porto Moniz (55.96%).
