Number of jobs in the Regional Administration of Madeira stood at 20,202

According to the data released by the Directorate-General of Administration and Public Employment (DGAEP) - the organisation responsible for the compilation of information on human resources of the bodies and services of the State administration at a national level - in the Statistical Public Employment Synthesis (SIEP) for the 2nd quarter of 2021, published the day before yesterday, 16th August 2021, - there were 20,202 jobs in the Regional Administration of Madeira (RAM) on 30/06/2021. Compared to the previous quarter, the change was +178 positions (+0.9%) and the year-on-year increase was 699 positions  (+3.6%). Vis-à-vis the end of 2011, there was a drop of 1,152 positions (-5.4%).

In turn, the Social Security Institute of Madeira - which according to the classification of institutional units must be separated from the RAM - recorded 1,365 jobs on 30/06/2021, increasing by 61 positions (+4.7%) compared with the previous quarter. On a year-on-year basis, there was an increase of 41 positions (+3.1%). Compared to 31/12/2011 there were 46 fewer positions (-3.3%).

All other Public Administration sub-sectors recorded an increase in jobs compared to the same period of the previous year, with Central Administration (+3.8%) standing out, followed by the RAM and Local Administration (+3.6%, in both sub-sectors). Social Security Funds (+2.7%) and the Regional Administration of the Azores (+2.0%) were the sub-sectors in which less significant growth was recorded. In General Government, the year-on-year change was +3.7%. 

Compared to the previous quarter, the RAM (+0.9%) grew above the General Government average (+0.7%), with Central Government and Local Government standing at that average (+0.7%, in both cases). Social Security Funds showed an increase of 1.7% and the Regional Administration of the Azores of 0.8%. 

The analysis by career/group shows that the hiring of workers for the careers of operational assistant (net balance between incoming and outgoing workers of +348), technical/administrative assistant (+133), senior technician (+90), medical doctor (+47), and nurse (+38) explains the year-on-year growth in the 2nd quarter of 2021. In contrast, the career of nursery school and primary and secondary teachers (-50) showed a year-on-year decrease. 

Analysing the breakdown of public employment by type of entity, it can be observed that in the 2nd quarter of 2021, the Establishments of Basic and Secondary Education and Teaching concentrated 41.6% of total positions (42.4% a year earlier), followed by the Regional Public Business Entities, with 29.4% (28.7% in the same period) and the Regional Directorates with 17.9% (17.1% at the end of the 2nd quarter of 2020). 

The breakdown by Regional Secretariat (R.S.), shows that the Regional Secretariat of Education, Science and Technology is responsible for the largest number of workers, with 9,556 jobs (47.3% of the total), while the remaining Secretariats maintain employment volumes ranging between 201 (Regional Secretariat of Sea and Fisheries) and 1,038 (Vice-Presidency of the Government and Parliamentary Affairs) jobs. 

The estimated average age of workers in the Regional Administration of Madeira was, in December 2020, 48.6 years (48.3 years in December 2019). 

Regarding qualifications, at the end of 2020, more than half of the RAM workers (57.9%) have higher education, 24.1% have only basic education and the remaining 18.0% have secondary education.

In April 2021, the average monthly basic remuneration in the Public Administration of the Autonomous Region of Madeira was EUR 1 547.4, up by 1.2% year-on-year, while the average monthly earnings (which corresponds to the aggregate of basic remuneration, bonuses, allowances, or supplements) stood at EUR 1 819.9, with a year-on-year growth of +4.0%. 

The public companies that were not classified within the RAM had, on 30th June 2021, 2 354 jobs, up by 100 (+4.4%) over the previous quarter, increasing by 56 (+2.4%) year-on-year. Compared with December 2012 (the most recent period for which information is available for this type of company), the number of jobs increased by 48 (+2.1%). 

In turn, the eleven municipal councils in the Autonomous Region of Madeira accounted for 3,233 jobs, up by 34 (+1.1%) over the previous quarter, increasing by 74 (+2.3%) compared to the end of June 2020. In the Parish Councils of the Autonomous Region of Madeira, 153 people were employed on 30/06/2021, down by 1 (-0.6%) over the previous quarter, decreasing by 2 (-1.3%) year-on-year. When compared with 31/12/2011, Municipal Councils increased their staff by 40 (+1.3%) and Parish Councils decreased their staff by 20 (-11.6%).
