The number of jobs in the Regional Administration of Madeira grew for the fourth consecutive quarter
According to the data released by the Directorate General of Administration and Public Employment (DGAEP) - the organisation responsible for the compilation of information regarding human resources of the bodies and services of the State administration at a national level – in the Statistical Public Employment Synthesis (SIEP) for the 3rd quarter of 2021, published the day before yesterday, 15th November 2021 - there were 20,379 jobs in the Regional Administration of Madeira (ARM) on 30/09/2021. Compared to the previous quarter, the change was +178 positions (+0.9%), with a year-on-year increase of 899 positions (+4.6%). Vis-à-vis the end of 2011, there was a decrease of 975 positions (-4.6%). Data and indicators are presented for the entire series, according to the reestructuration of the Regional Government, (approved by Regional Regulatory Decree no. 9/2021/M, of 27th August 2021).
In turn, the Social Security Institute of Madeira - which according to the classification of institutional units should be presented separately from ARM - recorded 1,346 jobs on 30/09/2021, decreasing by 19 positions (-1.4%) on the previous quarter. Year-on-year, there was an increase of 46 positions (+3.5%). Compared to 31/12/2011 there were 65 fewer positions (-4.6%).

The Regional Administration of Madeira (ARM) had the highest increase (+4.6%) in all the different sub-sectors of the Public Administration, but the trend is shared by all the sub-sectors. Thus, Local Administration grew by 4.0%, Central Administration by 3.3%, Regional Administration of the Azores by 3.0% and Social Security Funds by 2.5%. In General Government, the year-on-year change was +3.4%.
Compared to the previous quarter, the Central Administration (-1.4%) was the only sub-sector to register a decrease in employment. On the other hand, the Regional Administration of the Azores (+1.5%), the Regional Administration of Madeira (ARM) (+0.9%), Local Administration (+0.7%) and Social Security Funds (+0.4%) showed increases. The quarterly average for General Government was -0.9%.
The analysis by career/group shows that the hiring of workers for the careers of operational assistant (net balance between incoming and outgoing workers of +242), childcare workers (+175), technical/administrative assistants (+145), senior technicians (+111), nurses (+66) and medical doctors (+61) explains the year-on-year growth in the 3rd quarter of 2021.
Analysing the breakdown of public employment by type of entity, it shows that in the 3rd quarter of 2021, the Establishments of Basic and Secondary Education and Teaching concentrated 41.4% of total positions (42.1% a year earlier), followed by the Regional Public Business Entities, with 29.5% (28.8% in the same period) and the Regional Directorates with 17.8% (17.4% at the end of the 3rd quarter of 2020).
The breakdown by Regional Secretariat, shows that the Regional Secretariat of Education, Science and Technology is responsible for the largest number of workers, with 9,631 jobs (47.3% of the total), while the remaining Secretariats maintain employment volumes ranging between 201 (Regional Secretariat of Sea and Fisheries) and 1,030 (Regional Secretariat of Finance) jobs.
In July 2021, the average monthly basic remuneration in the Public Administration of the Autonomous Region of Madeira was EUR 1 558.9, having increased by 0.6% year-on-year, while the average monthly earnings (which corresponds to the aggregate of basic remuneration, bonuses, allowances or supplements) was EUR 1 836.8, with a year-on-year growth of +3.1%.
The public companies that were not classified within the Regional Administration of Madeira (ARM), on 30th September 2021, had 2 388 jobs, up by 34 (+1.4%) over the previous quarter and up by 56 (+2.4%) year-on-year. Compared to December 2012 (the most recent period for which information is available for this type of company), the number of jobs increased by 82 (+3.6%).
In turn, the eleven municipal councils in the Autonomous Region of Madeira had a total of 3,268 jobs, up by 15 (+0.5%) over the previous quarter, increasing by 85 (+2.7%) compared to the end of September 2020. In the Parish Councils of the Autonomous Region of Madeira, 153 people were employed on 30/09/2021, the same as in the previous quarter and 1 fewer (-0.6%) year-on-year. Compared to 31/12/2011, the Municipal Councils increased their staff by 75 (+2.3%) and the Parish Councils decreased their staff by 20 (-11.6%).
