Number of jobs in the Regional Administration of Madeira was 20 806
According to the data released by the Directorate General of Administration and Public Employment (DGAEP) - the organisation responsible for the compilation of information regarding human resources of the bodies and services of the Public Administration – in the Statistical Public Employment Synthesis (SIEP) for the 3rd quarter of 2022, published on the 14th November 2022 - there were 20 806 jobs in the Regional Administration of Madeira (ARM) on 30/09/2022. Compared to the previous quarter, the change was +127 jobs (+0.6%), with a year-on-year increase of 427 jobs (+2.1%). Vis-à-vis the end of 2011, there was a decrease of 547 jobs (-2.6%).
In turn, the Social Security Institute of Madeira - which according to the classification of institutional units should be presented separately from the ARM - recorded 1 277 jobs on 30/09/2022, decreasing by 23 jobs (-1.8%) over the previous quarter. Year-on-year, there was a decrease of 69 jobs (-5.1%). Compared to 31/12/2011 there were 134 fewer jobs (-9.5%).

All subsectors recorded an increase compared to September 2021. The Regional Administration of the Azores (+3.1%) had the highest growth, followed by the Local Administration (+2.9%) and the Regional Administration of Madeira (+2.1%). Central Administration (+0.9%) and Social Security Funds (+0.3%) registered the least significant increases. The average year-on-year change in Public Administration as a whole was +1.3%.
Compared to the previous quarter, only the Local Government (+1.3%) and the Madeira Regional Government (+0.6%) showed growth. All other sub-sectors registered decreases, Social Security Funds (-0.6%) and the Regional Government of the Azores (-0.5%), which were lower than the public administration average, which was -1.0%. In Central Government, the fall was 1.6%.
The analysis of the data concerning employment in the institutional sector of the Public Administration, for the period from December 2011 to September 2022, shows reductions in the sub-sectors of Social Security Funds (-13.5%), the Regional Administration of Madeira (-2.6%) and Central Administration (-0.1%). The other sub-sectors recorded growth, the largest increase being the Regional Government of the Azores (+15.4%) and Local Administration (+5.1%). The Public Administration average was +0.8%.
With regard to the breakdown by post, career and group, the most representative is that of teaching staff with 28.6%, followed by operational assistants and technical assistants, with 25.7% and 14.4% of the total, respectively.
The analysis by career/group shows that the recruitment of workers for the careers of operational assistant (net balance between incoming and outgoing workers of +157), higher education technicians (+116), technical/administrative assistants (+48), medical doctors (+34), other security personnel (+20) and Tax and Customs Officer (+13) explains the year-on-year growth in the 3rd quarter of 2022.
Analysing the breakdown of public employment by type of entity, it shows that in the 3rd quarter of 2022, the Establishments of Primary and Secondary Education and Teaching concentrated 40.4% of total jobs (41.4% a year earlier), followed by the Regional Public Business Entities, with 29.2% (29.5% in the same period last year) and the Regional Directorates with 18.8% (17.8% at the end of the 3rd quarter of 2021).
The breakdown by Regional Secretariat shows that the Regional Secretariat of Education, Science and Technology is responsible for the largest number of workers, with 9 871 jobs (47.4% of the total), while the remaining Secretariats maintain employment volumes ranging between 213 (Regional Secretariat of Sea and Fisheries) and 939 (Regional Secretariat of Finance) jobs.
In July 2022, the average monthly basic remuneration in the Public Administration of the Autonomous Region of Madeira was 1,561.23 euros, having increased by 0.1% year-on-year, while the average monthly earnings (which corresponds to the aggregate of basic remuneration, bonuses, allowances, or supplements) was 1,815.61 euros, with a year-on-year decrease of -1.2%.
The public enterprises that were not classified within the Autonomous Region of Madeira, on 30th September 2022, had 2 466 jobs, up by 23 (+0.9%) over the previous quarter and up by 78 (+3.3%) year-on-year. Compared to December 2012 (the most recent period for which information is available for this type of enterprise), the number of jobs increased by 160 (+6.9%).
In turn, the eleven municipal councils in the Autonomous Region of Madeira had a total of 3 234 jobs, down by 3 (-0.1%) over the previous quarter and decreasing by 39 (-1.2%) compared to the end of September 2021. In the Parish Councils of the Autonomous Region of Madeira, 171 persons were employed on 30/09/2022 down by 1 job (-0.6%) over the previous quarter and up by 18 (+11.8%) year-on-year. Compared to 31/12/2011, the Municipal Councils increased their staff by 41 (+1.3%) and the Parish Councils by 2 (+1.2%).
