Number of jobs in Madeira's Regional Administration was 20,901
According to data released by the Directorate General of Administration and Public Employment (DGAEP) - the organisation responsible for the compilation of information regarding human resources of the Public Administration bodies and services in Portugal - in the Statistical Public Employment Synthesis (SIEP) for the 4th quarter of 2022, published last 14th February - there were 20,901 jobs in the Regional Administration of Madeira (RAM) on 31/12/2022. Compared to the previous quarter, the change was +95 (+0.5%), with a year-on-year increase of 220 jobs (+1.1%). Vis-à-vis the end of 2011, there was a decrease of 452 jobs (-2.1%).
In turn, the Social Security Institute of Madeira - which according to the classification of institutional units should be presented separately from RAM - recorded 1,398 jobs on 31/12/2022. Compared to the 3rd quarter of 2022, there was an increase of 121 employees (+9.5%), and to 31/12/2021, an increase of 89 employees (+6.8%). As for 31/12/2011, there were 13 fewer employees (-0.9%).
The analysis of the data concerning employment in the institutional sector of the Public Administration at a national level, for the period between December 2011 and December 2022, shows reductions only in the sub-sectors of Social Security Funds (-13.1%) and Regional Administration of Madeira (-2.1%). The other sub-sectors recorded increases, the largest increase being that operated by the Regional Administration of the Azores (+16.5%). Local Administration (+5.7%) and Central Administration (+1.2%) also recorded an increase. The Public Administration average was +2.0%.

All sub-sectors recorded growth compared to the end of 2021. Local Administration (+3.3%) led the increases, followed by the Regional Administration of the Azores (+2.7%) and Social Security Funds (+1.3%). Central Administration (+0.7%) and Regional Administration of Madeira (+1.1%), recorded the least significant increase. The average year-on-year change in Public Administration as a whole was +1.2%.
Compared to the previous quarter, Central Administration(+1.3%) grew above the Public Administration average (+1.2%). Increases below the Public Administration average were registered in the Regional Administration of the Azores (+0.9%), Local Administration (+0.7%), Regional Administration of Madeira (+0.5%) and in Social Security Funds (+0.4%).
For the fifth time since this information has been compiled by DGAEP (i.e. since the year 2011), ARM records a positive annual balance between inflows and outflows of employees in RAM entities of +220 in 2022 with the highest value being recorded in the year 2021 (+787), above the balances of 2020 (+313), 2019 (+337) and 2018 (+168). In the remaining years, that balance had always been negative, having reached a minimum in 2014 (-517).
With regard to the breakdown by post, career and group, the most representative is the teaching staff with 28.4%, followed by operational assistants and technical assistants, with 25.9% and 14.4% of the total, respectively.
The hiring of workers for the careers of operational assistant (net balance between incoming and outgoing workers of +83), higher education technician (+61), technical/administrative assistant (+28), medical doctors (+26), IT (+18) and tax and customs officers (+12) explains the overall year-on-year growth in the 4th quarter of 2022.
Compared to the end of 2011, the medical career (+65.8%), higher education technician (+52.8%), tax and customs officers (+26.7%), diagnostic and therapeutic technician (+24.3%), and nursing (+16.8%) recorded the highest growth rates. Conversely, conservators and notaries (-28.6%), kindergarten and primary school teachers (-13.5%), registrars and notary officers (-11.8%), technical assistants (-11.2%), and operations assistants (-9.8%) recorded the most significant decreases.
The breakdown by Regional Secretariat shows that the Regional Secretariat of Education, Science and Technology continues to be responsible for the largest number of workers, with 9,960 jobs (47.7% of the total), while the other Secretariats maintain employment volumes ranging between 217 (Regional Secretariat of Sea and Fisheries) and 951 (Regional Secretariat of Finance) jobs.
If the Madeira Social Security Institute, the Municipal Councils and Parish Councils of the Autonomous Region of Madeira are added to RAM, the conclusion is that public employment in the Autonomous Region of Madeira represented, in the final quarter of 2021, around 19.4% of the active population (19.7% in the same period of the previous year) and 20.8% of the employed population (21.1% in the same period of the previous year). It should be noted, however, that these percentages do not include public enterprises not classified in the perimeter of RAM (i.e., those considered commercial), nor the Services and entities under the dependence of the Central Administration operating in the Region.
At the end of 2022, in terms of gender, the feminisation rate in RAM was 69.9%, meaning that seven out of every ten workers were female, a ratio above the average for Public Administration in the country, where this rate is around 61.8%. In fact, RAM has a higher rate of feminisation than all other sub-sectors, with the exception of Social Security Funds (82.2%).
The estimated average age of workers in the Regional Administration of Madeira was, in June 2022, 48.9 years, slightly higher than the previous year (48.6 years). Most were concentrated in the age groups "45 to 54 years" (35.0%) and "35 to 44 years" (23.6%). The percentage of workers aged "55 and over" (32.4%) was higher than that of those "under 35" (9.0%).
With regard to education, it can be observed that more than half of the workers of RAM (58.0%) have tertiary education, 22.9% have only primary education and the remaining 19.1% have secondary education.
It should also be noted that, in June 2022, 206 jobs were occupied by workers with disabilities (+7 than in June 2021), representing about 1.0% of the total.
In October 2022, the average monthly basic remuneration of RAM was 1,591.24 euros, 1.5% higher than the overall average for the Public Administrations, while the average monthly earnings (which corresponds to the aggregate of basic remuneration, bonuses, allowances or supplements) was 1,861.35 euros, which was also 0.9% higher than the overall average. Compared to October 2021, the average monthly base remuneration at RAM grew by 1.2% and average monthly earnings by 0.1%.
The public enterprises that were not classified within RAM had, on 31st December 2022, 2,405 jobs, +74 (+3.2%) year-on-year and +99 (+4.3%) than on 31st December 2012.
Regarding Local Administration, on 31st December 2022, the eleven Municipal Councils of the Autonomous Region of Madeira were responsible for 3,214 jobs, -35 (-1.1%) than at the end of 2021 and +21 (+0.7%) than in December 2011. In turn, the 54 Parish Councils of the Autonomous Region of Madeira had, on 31st December 2022, 172 jobs, +18 (+11.7%) year-on-year and +3 (+1.8%) than on 31st December 2011.
