Number of jobs in the Regional Government of Madeira was 20,984
The Directorate-General for Administration and Public Employment (DGAEP) - the entity responsible for compiling information on human resources in the bodies of the state administration at the national level - published the Statistical Synthesis of Public Employment (SIEP) for the 1st quarter of 2023 on May 15th. The report indicates that as of March 31, 2023, there were 20,984 jobs in the Regional Government of Madeira (RGM). This represents an increase of 83 jobs (+0.4%) compared to the previous quarter and a rise of 265 jobs (+1.3%) in year-on-year terms. However, there was a decrease of 369 jobs (-1.7%) compared to the end of 2011.
The Social Security Institute of Madeira, which is presented separately from the RGM, reported 1,356 jobs on March 31, 2023. This reflects a decrease of 42 jobs (-3.0%) compared to the previous quarter, but an increase of 57 jobs (+4.4%) compared to the same period last year. Compared to December 31, 2011, there were 55 fewer jobs (-3.9%).

Analysing employment data in the institutional sector of public administrations at the national level from December 2011 to March 2023, reductions were observed only in the subsectors of Social Security Funds (-14.1%) and the Regional Government of Madeira (-1.7%). The other subsectors experienced increases, with the Regional Government of the Azores showing the largest relative increase (+17.4%). The Local Government (+6.6%) and Central Government (+1.6%) also saw an increase. On average, all Public Administrations experienced a change of +2.5%.
The Social Security Funds were the only subsector that saw a decrease (-1.6%) in jobs compared to the same period last year. All other subsectors showed growth compared to March 2022, with Local Government (+3.6%) leading the increases, followed by the Regional Government of the Azores (+2.7%) and the Regional Government of Madeira (+1.3%). The Central Government had almost no change. On average, there was a year-on-year change of +0.7% for all Public Administrations.
Compared to the previous quarter, the Regional Government of the Azores and Local Government showed above-average growth in Public Administrations (+0.8% in both cases), while the Regional Government of Madeira (+0.4%) and the Central Government (+0.4%) had less significant increases. The Social Security Funds experienced a decrease (-1.1%).
Regarding the breakdown by position, career, and group, the most representative is teaching staff with 28.2%, followed by operational assistants and technical assistants, with 25.7% and 14.3%, respectively, of the total employment in the RGM. The increase in overall employment in the 1st quarter of 2023 can be attributed to the hiring of workers in careers such as operational assistant (net increase of +78), senior technician (+70), nurse (+47), doctor (+36), IT professional (+18), tax and customs administration technician (+13), and diagnostic and therapeutic technician (+12).
Examining the distribution of public employment by entity type, Primary and Secondary Education Establishments accounted for 40.2% of the total positions (40.9% in the same period last year), followed by Regional Public Business Entities with 29.1% (the same value as one year earlier), and Regional Directorates with 18.9% (18.5% at the end of the 1st quarter of 2022).
Breaking down the employment by Regional Secretariat (R.S.), the R.S. of Education, Science, and Technology had the highest number of workers with 9,930 job positions, accounting for 47.3% of the total in the RGM. The remaining Secretariats had varying employment volumes, ranging from 217 jobs in the R.S. of Sea and Fisheries to 974 jobs in the Regional Secretariat of Finance.
As of January 2023, the average monthly base salary in the RGM was 1,644.92 euros, which is 1.6% higher than the overall average of Public Administrations. Additionally, the average monthly earnings, including base salaries, bonuses, subsidies, or supplements, were 1,928.76 euros, also higher than the overall average by 1.0%. In comparison to January 2022, the average monthly base salary in the RGM saw a 6.0% increase, and the average monthly earnings increased by 4.7%.
Public companies not classified within the RGM had a total of 2,425 jobs as of March 31, 2023, reflecting an increase of 20 jobs (+0.8%) compared to the previous quarter and a growth of 60 jobs (+2.5%) vis-a-vis the same period last year. Compared to December 2012 (the starting point of the data for these types of companies), the number of jobs increased by 119 (+5.2%).
The eleven municipal councils of the Autonomous Region of Madeira had 3,198 jobs during the reference period. This represents a decrease of 16 positions (-0.5%) compared to the previous quarter and a decrease of 71 positions (-2.2%) compared to the end of March 2022. In the local parish councils of the Autonomous Region of Madeira there were 173 individuals employed on 31/03/2023, indicating an increase of 1 job (+0.6%) compared to the previous quarter and an increase of 4 jobs (+2.4%) vis-a-vis the same period last year. Comparing the figures to 31/12/2011, municipal councils saw a workforce increase of 5 (+0.2%), while local parish councils increased their workforce by 4 (+2.4%).
