In the 2nd quarter of 2025
Number of jobs in the Regional Administration of Madeira decreased year-on-year and compared with the previous quarter
According to information released by the Directorate-General for Administration and Public Employment (DGAEP) – the entity responsible for compiling data on human resources in the bodies and services of the State administration at national level – which published on August 14, the Statistical Summary of Public Employment (SIEP) for the 2nd quarter of 2025, there were 21 022 jobs in the Regional Administration of Madeira (RAM) as of 30 June 2025. Compared with the previous quarter, the change was -132 jobs (-0.6%), while on a year-on-year basis, a decline of 188 jobs (-0.9%) was recorded. Compared to the end of 2011, there was a reduction of 331 jobs (-1.6%).
Meanwhile, the Social Security Institute of Madeira, which, according to the classification of institutional units, must be presented separately from RAM, accounted for 1 249 jobs as of 30 June 2025, representing a decrease of 1 job (-0.1%) compared with the previous quarter. On a year-on-year basis, a decline of 69 jobs (-5.2%) was observed. Compared to 31 December 2011, there were 162 fewer jobs (-11.5%).

The Regional Administration of the Azores, the Social Security Funds, and the Regional Administration of Madeira were the subsectors that recorded decreases of 3.4%, 2.7% and 0.9%, respectively, in the number of jobs compared with the same quarter of the previous year. The other subsectors registered increases, with Local Administration (+3.4%) showing the highest growth, followed by Central Administration (+1.3%). The average year-on-year change for Public Administrations as a whole was +1.5%.
Compared with the previous quarter, Local Administration (+0.9%) and Central Administration (+0.1%) were the only subsectors to show growth. The average quarterly change across Public Administrations was +0.2%. The subsectors of the Regional Administration of Madeira, the Regional Administration of Azores, and the Social Security Funds recorded decreases of 0.6%, 0.4% and 0.3%, respectively.
An analysis of employment in the institutional sector of public administrations at the national level, for the period between December 2011 and June 2025, highlights reductions only in the Social Security Funds (-18.7%) and the Regional Administration of Madeira (-1.6%). The other subsectors registered increases, the most significant in relative terms being Local Administration (+14.2%). In the Regional Administration of Azores (+11.3%) and in Central Administration (+2.9%), growth was also recorded. The average change for Public Administrations as a whole was +4.5%.
With regard to the breakdown by position, career, and group, the most representative was teaching staff, accounting for 27.3%, followed by operational assistants and technical assistants, representing 26.8% and 14.0% of total employment in the RAM, respectively. The net outflow of workers in teaching staff (-113) and technical assistants (-59) explains the overall year-on-year decrease observed in the 2nd quarter of 2025. The careers with the most significant increases were senior technicians (+24), scientific research staff (+16), and doctors (+15).
Analysing the distribution of public employment by type of entity, it is observed that in the 2nd quarter of 2025, Primary and Secondary Education Establishments accounted for 39.2% of the total jobs (39.1% in the same period of the previous year), followed by Regional Public Business Entities with 28.8% (28.5% one year earlier) and the Regional Directorates with 17.9% (18.6% at the end of the 2nd quarter of 2024).
The breakdown by Regional Secretariat (S.R.) shows that the S.R. for Education, Science and Technology accounted for the largest number of employees, with 9 673 jobs (46.0% of the total in ARM), while the other Secretariats maintained employment levels ranging between 295 (S.R. for Health and Civil Protection) and 1 356 (S.R. for Agriculture, Fisheries and Environment).
In April 2025, the average gross monthly earnings in the RAM were 1 897.6 euros, 1.8% higher than the overall average in Public Administrations, while the average monthly earnings (which include basic pay, bonuses, allowances, or supplements) stood at 2 214 euros, 0.4% lower than the overall average. Compared with April 2024, the average gross monthly earnings in the ARM increased by 4.9%, and average monthly earnings grew by 4.4%.
Public enterprises not classified within the RAM had, as at 30 June 2025, 1 942 jobs, representing an increase of 47 jobs (+2.5%) compared with the previous quarter and a decrease of 53 jobs (-2.7%) year-on-year. Compared with December 2012 (the earliest period for which information is available for this type of enterprise), the number of jobs decreased by 364 (-15.8%).
The estimated average age of workers in the Regional Administration of Madeira was 49.5 years in December 2024 (49.2 years in December 2023).
As regards qualifications, at the end of 2024, more than half of the RAM workers (57.6%) held higher education qualifications, 21.8% had only primary education, and the remaining 20.6% had secondary education.
The eleven municipalities of the Autonomous Region of Madeira accounted, in the reference period, for 3 686 jobs, an increase of 83 (+2.3%) compared with the preceding quarter and 194 (+5.6%) compared with the end of June 2024. In the parish councils of the Region, 184 persons were employed as of 30 June 2025, an increase of 3 jobs (+1.7%) both compared with the previous quarter and on a year-on-year basis. Compared to 31 December 2011, municipalities increased their workforce by 493 (+15.4%) and parish councils by 15 (+8.9%).
