The Regional Directorate of Statistics of Madeira (DREM) releases an update of the time series on Information Society Indicators in Regional Public Administration  and on Municipal Councils with data for the year of 2016


Regional Public Administration

The series now presented, is expanded with more indicators. 

98% of the organisations of the Public Administration of Madeira had electronic mail. LAN networks, intranet (73% in both cases) and VPN and wireless LAN (65%) were also extensively used by those bodies.

The main digital activities performed by the public organisations were exchange of files and other information (98%) and information processing and handling (94%).

The main difficulties experienced in ICT implementation came from financial resources shortage (89%) and lack of training programmes (68%). These problems were more frequently mentioned in 2015, reaching by the same order, 94% and 75%.

Concerning access and use of internet, the proportion of public organisations of the Autonomous Region of Madeira with internet connection stood at 98%, and 96% had a internet connection speed with more than 2 Mb/s.

The most common activities performed by these organisations on the internet were E-mail, Communication with other Public Administration organizations (96%, in both cases) and search of information and documentation and electronic exchange of files (94%, in both cases).

In 2016, only 8% of the public organisations of the Autonomous Region of Madeira used e-commerce to order goods or services (9% in 2015). The preferred platforms were e-mail and the central government purchasing office (used by half of the organisations) and suppliers catalogues (25%). the most important reason considered for non-use of electronic commerce for ordering goods and/or services was because it was “not adjusted to the organisation profile”.

12% of the organizations recruited or tried to recruit specialist staff in ICT in 2016. Of these, 67% experienced difficulties in filling specialist staff jobs in ICT. The ICT functions performed only by internal resources were the support to web applications (47%), the support to software / management systems, the Security and data protection and ICT infrastructure maintenance (35% in all three cases).

12% of the organizations bought cloud computing services on the Internet (4% in 2015). The factors that hampered the deployment of paid cloud computing services were the high costs of acquisition of cloud computing services (40%) and the uncertainty about the applicable law, jurisdiction and the dispute settlement mechanism (30%).

Only 10% of the public organisations of the Autonomous Region of Madeira analysed big data in 2016. These analyses were performed by organisation staff in every case. The data sources were data generated from digital media (40%) and device data from smart devices or sensors (60%).


Municipal Councils

Every municipal council of the Autonomous Region of Madeira (ARM) has internet access (broadband) and presence in the internet. All of them allow the public consultation of the processes through the internet.

Electronic commerce usage by the municipal councils of the Autonomous Region of Madeira has been increasing in the last two years, reaching 46% in 2015 and 55% in 2016. Compared to the country’s average (58%) in 2016, the ARM is still behind in this indicator.

In 2016, only 3 municipal councils out of 11 allowed the filling out and online form submission. In the country this indicator reached 61%, above theregional average (27%).
