First notification – March 2025
Excessive deficit procedure
In accordance with European Union regulations, Statistics Portugal (INE) submits the first notification of 2025 concerning the Excessive Deficit Procedure (EDP) for the year 2024 to Eurostat by the end of the current month.
The estimated net lending of the Regional Government of Madeira in 2024 stood at 200.2 million euros, representing the second-highest positive balance ever recorded in the Autonomous Region of Madeira (ARM), surpassed only by the figure observed in 2016 (223.8 million euros). In 2023, the balance was also positive, albeit significantly lower, at 24.6 million euros.
The gross debt of the Regional Government of Madeira in 2024 amounted to 4,924.8 million euros, reflecting a decrease of approximately 77.5 million euros (-1.5%) compared to the year 2023.

At the national level, the net lending of the General Government in 2024 reached 1,994.2 million euros, corresponding to 0.7% of Portugal’s GDP. Meanwhile, in the same year, the gross debt of the General Government was approximately 270.7 billion euros, equivalent to 94.9% of national GDP. In the Autonomous Region of the Azores, the Regional Government recorded a deficit of 184.8 million euros, while the gross debt of the Regional Government of the Azores stood at 3,292.1 million euros in 2024.
