Second notification – September 2025
Excessive deficit procedure
In accordance with European Union Regulations, Statistics Portugal (INE) submits to Eurostat, by the end of the current month, the second notification of 2025 under the Excessive Deficit Procedure (EDP).
The estimated net lending of the Regional Government of Madeira (RGM) in 2024 stood at 169.5 million euros, 30.7 million euros lower than that reported in the first notification of this year, which had a preliminary nature. Therefore, the situation of a positive balance in the accounts of the RGM remains unchanged. It should be recalled that in 2023, there was also a positive balance, with the lending capacity of the RGM amounting to 19.9 million euros.
In 2024, the gross debt of the RGM stood at 4 924.8 million euros, a figure identical to that reported in the first notification of this year. Compared with 2023, the gross debt of the RGM decreased by around 77.5 million euros (-1.5%). 
At the national level, the net lending of the General Government in 2024 reached 1 451.4 million euros, corresponding to 0.5% of Portuguese GDP. In the same year, the gross debt of General Government amounted to approximately 270.9 billion euros, i.e., 93.6% of national GDP. In the Autonomous Region of the Azores, the balance of the Regional Government was in deficit by 247.3 million euros, while the gross debt of the Regional Government of the Azores amounted to 3 394.4 million euros in 2024.
