First notification – March 2026
Excessive Deficit Procedure
Pursuant to European Union Regulations, Statistics Portugal (INE) submits to Eurostat, by the end of the current month, the first 2026 notification relating to the Excessive Deficit Procedure (EDP) for 2025.
The estimated net lending of the Regional Public Administration of Madeira (RPA) in 2025 stood at 162.4 million euros, a balance slightly below that of the previous year, which stood at 169.5 million euros. It should be noted that the RPA has been consistently recording positive balances since 2013, with the exception of the period from 2020 to 2022, during which a deficit was recorded, explained by the context of the COVID-19 pandemic.
In turn, the gross debt of the Regional Public Administration of Madeira in 2025 stood at 4 832.1 million euros, having decreased by approximately 92.8 million euros (-1.9%) compared to 2024.

Nationally, the net lending capacity of General Government in 2025 reached 2 058.6 million euros, corresponding to 0.7% of Portuguese GDP. In turn, in that year, the gross debt of General Government stood at around 275.1 billion euros, i.e. 89.7% of national GDP.
In the Autonomous Region of the Azores, the balance of the Regional Administration recorded a deficit of 299.9 million euros, whilst the gross debt of the Regional Administration of the Azores stood at 3 797.8 million euros in 2025.
