In the 4th quarter of 2021

Number of jobs in the Regional Administration of Madeira grew for the fifth consecutive quarter

According to the data released by the Directorate General of Administration and Public Employment (DGAEP) - the organisation responsible for the compilation of information regarding human resources of the bodies and services of the Public Administration - in the Statistical Public Employment Synthesis (SIEP) for the 4th quarter of 2021, published on the 14th February 2022 - there were 20,710 jobs in the Regional Administration of Madeira (ARM) on 31/12/2021. Compared to the previous quarter, the change was +331 (+1.6%), and the year-on-year increase was 787 (+4.0%). Compared to the end of 2011 there was a decrease of 644 jobs (-3.0%).

In turn, the Social Security Institute of Madeira - which according to the classification of institutional units should be presented separately from the ARM - recorded 1,309 jobs on 31/12/2021, decreasing by 37 (-2.7%) over the previous quarter. Year-on-year, there was a decrease of 5 jobs (-0.4%). Compared to 31/12/2011 there were 102 fewer jobs (-7.2%).

For the fourth time since this information is compiled by DGAEP (since the year 2011), the ARM records a positive balance between incoming and outgoing workers (+787) in 2021. In the previous three years, this balance had also been positive  (+313 in 2020, +337 in 2019 and +168 in 2018). In the remaining years, that balance had always been negative, having reached a minimum in 2014 (-517).

In December 2021, the estimated mean age of the workers of the Regional Government of Madeira was 48.6 years, slightly higher than in the previous year (48.3 years). Most of the workers belong to the age groups "45 to 54 years" (34.5%) and "35 to 44 years" (26.7%). The percentage of workers aged "55 and over" (28.0%) was higher than that of those "under 35" (7.9%).

More than half of the ARM workers (57.9%) have tertiary education, 24.1% have only primary education and the remaining 18.0% have secondary education. It should also be noted that, in December 2020, 200 jobs were occupied by workers with disabilities (+8 than in December 2019), representing about 1.0% of the total. 

In October 2021, the average monthly basic salary was 1,575.00 euros, up by 2.2% from a year ago, while the average monthly earnings (which corresponds to the aggregate of basic remuneration, bonuses, allowances or supplements) stood at 1,861.75 euros (3.4% higher than the overall average). Compared to October 2020, the average monthly base remuneration at the ARM grew by 2.1% and the average monthly earnings by 3.0%.

The public companies that were not classified within the ARM, on 31th December 2021, had 2 302 jobs, up by 75 (+3.4%) year-on-year. Compared to December 2012 (the most recent period for which information is available for this type of company), the number of jobs increased by 86 (-3.6%).

In turn, the eleven municipal councils in the Autonomous Region of Madeira had a total of 3,249 jobs, increasing by 66 (+2.1%) compared to the end of December 2020. In the Parish Councils of the Autonomous Region of Madeira, 154 persons were employed on 31/12/2021, 1 fewer (-0.6%) year-on-year. Compared to 31/12/2011, the Municipal Councils increased their staff by 56 (+1.8%) and the Parish Councils decreased their staff by 19 (-11.0%).
