The number of jobs in the Regional Administration of Madeira increased again
According to the data released by the Directorate General of Administration and Public Employment (DGAEP) - the organisation responsible for the compilation of information regarding human resources of the bodies and services of the Public Administration – in the Statistical Public Employment Synthesis (SIEP) for the 1st quarter of 2022, published on the 16th May 2022 - there were 20,747 jobs in the Regional Administration of Madeira (RAM) on 31/03/2022. Compared to the previous quarter, the change was +37 jobs (+0.2%), with a year-on-year increase of 724 jobs (+3.6%). Vis-à-vis the end of 2011, there was a decrease of 606 jobs (-2.8%).
In turn, the Social Security Institute of Madeira - which according to the classification of institutional units should be presented separately from the RAM - recorded 1,299 jobs on 31/03/2022, decreasing by 10 (-0.8%) over the previous quarter. Year-on-year, there was a decrease of 5 jobs (-0.4%). Compared to 31/12/2011 there were 112 fewer jobs (-7.9%).

The analysis of the data concerning employment in the institutional sector of the Public Administration, for the period from December 2011 to March 2022, shows reductions only in the sub-sectors of Social Security Funds (-12.7%) and the Regional Administration of Madeira (-2.8%). The other sub-sectors observed increased, the largest increase being that operated by the Regional Government of the Azores (+14.2%). Local Administration (+2.9%) and Central Administration (+1.8%) also recorded an increase. The Public Administration average was +1.9%.
All subsectors recorded an increase compared to March 2021. The Regional Administration of the Azores (+4.3%) had the highest growth, followed by the RAM (+3.6%) and Social Security Funds (+3.2%). Central Administration (+2.1%) and Local Administration (+2.0%) registered the least significant increases. The average year-on-year change in Public Administration as a whole was +2.2%.
Compared to the previous quarter, Social Security Funds (+1.8%) and Central Administration (+1.1%,) grew above the Public Administration average (+1.0%). Less significant increases were registered in the Regional Administration of the Azores (+0.7%), in Local Administration (+0.5%) and by the RAM (+0,2%) .
With regard to the breakdown by post, career and group, the most representative is that of teaching staff with 28.7%, followed by operational assistants and technical assistants, with 25.6% and 14.6% of the total, respectively.
The analysis by career/group shows that the recruitment of workers for the careers of operational assistant (net balance between incoming and outgoing workers of +227), higher education technicians (+166), technical/administrative assistants (+96), childcare workers /primary and secondary education teachers (+95), medical doctors (+33) diagnostic and therapeutic technicians (+24) and nurses (+16) explains the year-on-year growth in the 1st quarter of 2022.
Analysing the breakdown of public employment by type of entity, it shows that in the 1st quarter of 2022, the Establishments of Primary and Secondary Education and Teaching concentrated 40.9% of total jobs (41.3% a year earlier), followed by the Regional Public Business Entities, with 29.0% (29.5% in the same period) and the Regional Directorates with 18.5% (17.6% at the end of the 1st quarter of 2021).
The breakdown by Regional Secretariat shows that the Regional Secretariat of Education, Science and Technology is responsible for the largest number of workers, with 9,916 jobs (47.8% of the total), while the remaining Secretariats maintain employment volumes ranging between 222 (Regional Secretariat of Sea and Fisheries) and 916 (Regional Secretariat of Finance) jobs.
In January 2022, the average monthly basic remuneration in the Public Administration of the Autonomous Region of Madeira was 1,554.3 euros, having increased by 1.4% year-on-year, while the average monthly earnings (which corresponds to the aggregate of basic remuneration, bonuses, allowances, or supplements) was 1,843.8 euros, with a year-on-year growth of +2.5%.
The public companies that were not classified within the RAM, on 31st March 2022, had 2 337 jobs, up by 35 (+1.5%) over the previous quarter and up by 83 (+3.7%) year-on-year. Compared to December 2012 (the most recent period for which information is available for this type of company), the number of jobs increased by 31 (+1.3%).
In turn, the eleven municipal councils in the Autonomous Region of Madeira had a total of 3,269 jobs, up by 20 (+0.6%) over the previous quarter, increasing by 70 (+2.2%) compared to the end of March 2021. In the Parish Councils of the Autonomous Region of Madeira, 164 people were employed on 31/03/2022 up by 10 jobs (+6.5%), over the previous quarter and the same year-on-year. Compared to 31/12/2011, the Municipal Councils increased their staff by 76 (+2.4%) and the Parish Councils decreased their staff by 5 (-3.0%).
