DREM releases new version of the Facilities Network and Supporting Services to the Population (CESAP 2024)

The Regional Directorate of Statistics of Madeira (DREM) has released a new version of the Facilities Network and Supporting Services to the Population (CESAP 2024), a key project in the field of regional geographic information.

Established in 2002 within the framework of the national project Municipal Inventory – Facilities Network and Supporting Services to the Population, coordinated by Statistics Portugal (INE), the CESAP was initially designed to provide information enabling policy-makers, local authorities, and other local stakeholders to position their parishes and municipalities within the regional and national contexts, in terms of citizens’ accessibility to the main existing facilities and services.

The project was based on a comprehensive survey addressed to the parish councils of the Autonomous Region of Madeira (ARM), aiming to identify the network of collective (public and private) facilities and population support services. This data collection allowed, at the time, for the characterisation of parishes regarding the existence of such infrastructures and the dynamics of residents’ mobility in the search for facilities and services outside their parish of residence, thus enabling the delineation of areas of influence.

At a later stage, DREM proceeded with the georeferencing of part of the inventoried facilities and services, organised into thematic areas considered to be of particular interest to the various social and economic stakeholders involved in the activities of the different municipalities.

Since then, DREM has ensured the annual updating and maintenance of this project, honouring its commitment to keeping the Map permanently up to date and reflecting the changes observed across different areas of activity.

Currently, CESAP integrates around 2 500 georeferenced facilities and services, distributed across 16 thematic areas, covering fields such as business support, public administration, environment, banking and insurance, trade, culture and leisure, sports, education, energy, justice, meteorology, social protection and labour, health, public safety, transport and communications, and tourism.

Completely redesigned, the application is now available in a WebGIS environment, based on ESRI Dashboards, enabling a more interactive, intuitive, and dynamic consultation. Users can explore each theme through maps, charts, and complementary statistical indicators, with detailed information, whenever available, at the municipal level, and with time-series data for the Autonomous Region of Madeira.

This update strengthens DREM’s commitment to technological modernisation and the integration of geographic and statistical information, contributing to a more comprehensive understanding of the territory and supporting planning and decision-making processes.

The development and release of this new version of CESAP were made possible with the support of Statistics Portugal (INE), through its Geoinformation Service, which provides licensing and hosting of the geographic information solutions, enabling this new form of territorial and statistical data dissemination and visualisation.

The Regional Directorate of Statistics of Madeira acknowledges the value of this collaboration, which enhances the coordination between regional and national statistical services and consolidates the Region’s role in the production and dissemination of high-quality georeferenced information.

DREM also expresses its appreciation to all entities that annually respond to information requests for the update of this project, whose collaboration has been essential to ensuring the quality, continuity, and accuracy of the Map of Facilities and Services Supporting the Population.
