With data for the year of 2019

Regional Directorate of Statistics of Madeira (DREM) releases an update of the time series on Information Society Indicators in Regional Public Administration  and in Municipal Councils

Regional Public Administration

According to the 2019 results of the Survey on ICT usage in Regional Public Administration, 73% of the organisations have a Wireless Local Area Network, 76% have an intranet page and 49% a video-conference system.

The main digital activities performed by the public organisations were the exchange of files and other information (98%), information recording and document management/documents center (93% each). Above 90% also stands the information collection/reception, the financial and administrative management, the information processing and handling, the information diffusion and the internal communication (91%).

On its internet website, 62% of the organisations of the Regional Public Administration provide forms for download, 49% allow online filling up of forms and its submission, 53% have online free distribution of services or goods in digital format and 18% use internet to survey the citizens. 29% of the websites make possible for users to inform about their satisfaction and 18% have a virtual service desk.

In 2019, only 7% of the public organisations of the Autonomous Region of Madeira used e-commerce to order goods or services (7% in 2018). The preferred platforms were e-mail and the central government purchasing office (67%). The most important reason for non-use of electronic commerce for ordering goods and/or services was because it was “not adjusted to the organisation profile” (38%).

13% of the organisations recruited or tried to recruit specialist staff in ICT in 2019. Of these, 67% experienced difficulties in filling specialist staff jobs in ICT. The ICT functions performed only by internal resources were the support to web applications (49%) and support to software / management systems (36%).

13% of the organisations purchased cloud computing services on the Internet. The main reason that limits the use of cloud computing is the uncertainty about the location of data (100%).

Only 9% of the public organisations of the Autonomous Region of Madeira analysed big data in 2019. These analyses were performed by organisation staff (50%) and external suppliers (50%). The data sources were data generated from digital media and device data from smart devices or sensors (50% in each case).

In 2018, the capital expenditures of the Regional Public Administration in ICT stood at 3.1 million euros, 79.5% of which to Software licensing, while the current expenditures were 659.0 thousand euros, the most important type of expenditure being the support software licensing support and maintenance of networks, communication consumptions and rental of communications circuits (60.3% in aggregate). Compared to 2017, the capital expenditures went up by 30.0% and the current expenditures increased by 18.3%.

Municipal Councils

Every municipal council of the Autonomous Region of Madeira (ARM) has internet access (broadband) and presence in the internet. 82% of them allow the public consultation of the processes through the internet.

Electronic commerce usage by the municipal councils of the Autonomous Region of Madeira remained unchanged from last year, standing at 27% in 2019.

In 2019, only 4 municipal councils out of 11 allowed the filling out and online form submission. In the country this indicator reached 65%, above the regional average (36%).
