Number of jobs in the Regional Administration of Madeira stood at 20,707
According to the data released by the Directorate-General of Administration and Public Employment (DGAEP) - the organisation responsible for the compilation of information on human resources of the bodies and services of the Public administration at a national level - in the Statistical Public Employment Synthesis (SIEP) for the 2nd quarter of 2022, published the day before yesterday, 16th August 2022, - there were 20,707 jobs in the Regional Administration of Madeira (RAM) on 30/06/2022. Compared to the previous quarter, the change was -40 jobs (-0.2%) and the year-on-year increase was 506 jobs (+2.5%). Vis-à-vis the end of 2011, there was a drop of 646 jobs (-3.3%).
In turn, the Social Security Institute of Madeira - which according to the classification of institutional units must be separated from the RAM - recorded 1,300 jobs on 30/06/2022, increasing by 1 job (+0.1%) compared with the previous quarter. On a year-on-year basis, there was a decrease of 65 jobs (-4.8%). Compared to 31/12/2011 there were 111 fewer jobs (-7.9%).
All Public Administration sub-sectors showed increases in jobs compared to the same period last year, with the Regional Administration of the Azores (+5.1%) standing out, followed by ARM (2.5%) and Local Administration (+2.3%). Social Security Funds (+1.2%) and Central Administration (+1.1%), were the sub-sectors in which the increase was less pronounced. In Public Administration, the year-on-year change was +1.5%.
Compared to the previous quarter, the Regional Government of the Azores (+1.6%) and Local Government (+1.0%) were the only ones to show an increase, as well as a growth above the average of the Public Administration (+0.1%). The sub-sectors of RAM, Public Administration and Social Security Funds showed a decrease of 0.2%.
The analysis by career/group shows that the recruitment of workers for the careers of higher education technicians (net balance between incoming and outgoing workers of +152), operational assistant (+110), technical/administrative assistant (+74), medical doctor (+39), nurse (+20) and diagnostic and therapeutic technicians (+19), explains the year-on-year growth in the 2nd quarter of 2022. In contrast, the career of tax and customs administration (-8) and registry and notary public officer (-3) showed a year-on-year decrease.
Analysing the breakdown of public employment by type of entity, it can be observed that in the 2nd quarter of 2022, the Establishments of Primary and Secondary Education and Teaching concentrated 40.5% of total jobs (41.6% a year earlier), followed by the Regional Public Business Entities, with 29.2% (29.4% in the same period of last year) and the Regional Directorates with 18.6% (17.9% at the end of the 2nd quarter of 2021).
The breakdown by Regional Secretariat (R.S.), shows that the Regional Secretariat of Education, Science and Technology is responsible for the largest number of workers, with 9,831 jobs (47.5% of the total), while the remaining Secretariats maintain employment numbers ranging between 217 (Regional Secretariat of Sea and Fisheries) and 925 (Regional Secretariat of Finance) jobs.
The estimated average age of workers in the Regional Administration of Madeira was, in December 2021, 48.7 years (48.6 years in December 2020).
Regarding qualifications, at the end of 2021, more than half of the RAM workers (58.0%) have higher education, 23.2% have only primary education and the remaining 18.9% have secondary education.
In April 2022, the average monthly basic remuneration in the Public Administration of the Autonomous Region of Madeira was 1,560.8 euros, up by 0.9% year-on-year, while the average monthly earnings (which corresponds to the aggregate of basic remuneration, bonuses, allowances, or supplements) stood at 1,818.9 euros (1,819.7 euros a year earlier).
The public companies that were not classified within the RAM had, on 30th June 2022, 2,415 jobs, up by 78 (+3.3%) over the previous quarter, increasing by 61 (+2.6%) year-on-year. Compared to December 2012 (the most recent period for which information is available for this type of company), the number of jobs increased by 109 (+4.7%).
In turn, the eleven municipal councils in the Autonomous Region of Madeira accounted for 3,237 jobs, down by 32 (-1.0%) over the previous quarter, decreasing by 16 (-0.5%) compared to the end of June 2021. In the Parish Councils of the Autonomous Region of Madeira, 171 people were employed on 30/06/2022, up by 2 jobs (+1.2%) over the previous quarter, increasing by 18 (+11.8%) year-on-year. When compared to 31/12/2011, the Municipal Councils increased their staff by 44 (+1.4%) and the Parish Councils rose their staff by 2 (+1.2%).
