In the 3rd quarter of 2023

Number of jobs in the Regional Administration of Madeira was 20,857

According to information released by the Directorate-General for Administration and Public Employment (DGAEP) – the entity responsible for compiling information on human resources in the bodies of the state administration at the national level – which published the Statistical Synopsis of Public Employment (SIEP) for the third quarter of 2023 on November 14, there were 20,857 jobs in the Regional Government of Madeira (RGM) as of September 30, 2023. Compared to the previous quarter, there was a change of -77 jobs (-0.4%), while on a year-on-year basis, there was an increase of 51 jobs (+0.2%). Compared to the end of 2011, there was a decrease of 496 jobs (-2.3%).

Similarly, the Social Security Institute of Madeira, which, according to the classification of institutional units, should be presented separately from the Regional Government of Madeira (RGM), recorded 1,362 jobs on September 30, 2023, an increase of 7 jobs (+0.5%) compared to the previous quarter. On a year-on-year basis, there was an increase of 85 jobs (+6.7%). Compared to December 31, 2011, there were 49 fewer jobs (-3.5%).

The Social Security Funds and the Regional Government of Azores were the only subsectors to show a decrease (-2.3%) and (-1.3%), respectively, in jobs compared to the same period last year. All other subsectors observed growth compared to the same period last year, with Local Government (+2.6%) leading the increases, followed by Central Government (+0.3%) and the Regional Government of Madeira (+0.2%). The average year-on-year change for all Public Administrations was +0.6%.

Compared to the previous quarter, only the Local Government sector (+0.6%) showed growth. All other subsectors recorded decreases, with Social Security Funds (-1.1%), Central Administration (-1.3%), and the Regional Administration of Azores (-3.7%) experiencing reductions higher than the average for all Public Administrations (-1.0%). In the Regional Government of Madeira, the decline was 0.4%.  

The analysis of data regarding employment in the institutional sector of public administrations at the national level, for the period from December 2011 to September 2023, shows reductions only in the subsectors of Social Security Funds (-15.5%) and the Regional Government of Madeira (-2.3%). The other subsectors observed increases, with the one of greatest relative size being operated by the Regional Government of Azores (+14.0%). There was also an increase in Local Government (+7.7%) and Central Administration (+0.2%). The average change for all Public Administrations was +1.4%.

Regarding the breakdown by position, career, and group, the most representative is the teaching staff with 28.3%, followed by operational assistants and technical assistants, with 25.5% and 14.5% of total employment in the RGM, respectively. The hiring of workers for nursing careers (net balance between entries and exits of +45), technical/administrative assistants (+26), and IT professionals (+19) explains the overall year-on-year growth observed in the third quarter of 2023.

Analysing the distribution of public employment by type of entity, it is observed that in the third quarter of 2023, primary and secondary Education Establishments concentrated 40.2% of total jobs (40.4% in the same period last year), followed by Regional Public Business Entities, with 29.1% (29.2% a year earlier), and Regional Directorates with 19.0% (18.8% at the end of the third quarter of 2022).

The breakdown by Regional Secretariat (S.R.) shows that the S.R. of Education, Science, and Technology is responsible for the largest number of workers, with 9,866 jobs (47.3% of the total in the RGM), while the remaining Secretariats maintain employment volumes ranging from 213 (S.R. of Sea and Fisheries) to 977 (Regional Secretariat of Finance) jobs.

In July 2023, the average monthly base salary in the RGM was 1,690.02 euros, which is 2.5% higher than the overall average of Public Administrations, while the average monthly earnings (which corresponds to the aggregate of base salaries, bonuses, subsidies, or supplements) was 1,972.39 euros, also higher than the overall average by 0.8%. Compared to July 2022, the average monthly base salary in the RGM grew by 8.2%, and the average monthly gain increased by 8.6%.

Public companies that were not classified within the RGM had 2,527 jobs as of September 30, 2023, an increase of 24 (+1.0%) compared to the previous quarter and an increase of 61 (+2.5%) on a year-on-year basis. Compared to December 2012 (the furthest period for which information for this type of companies is available), the number of jobs increased by 221 (+9.6%).

In turn, the eleven municipal councils of the Autonomous Region of Madeira concentrated 3,346 jobs in the reference period, a rise of 48 (+1.5%) compared to the previous quarter and an increase of 111 (+3.4%) compared to the end of September 2022. In the ARM parish councils, there were 179 employees on September 30, 2023, a rise of 2 positions (+1.1%) compared to the previous quarter and an increase of 9 (+5.3%) on a year-on-year basis. Compared to December 31, 2011, Municipal Councils rose their workforce by 153 (+4.8%), and parish councils by 10 (+5.9%) workers.
