Number of jobs in the Regional Administration of Madeira was 20,822, falling for the second consecutive quarter
According to information released by the Directorate-General for Administration and Public Employment (DGAEP) - the organisation responsible for compiling information regarding human resources in public bodies and services in Portugal - which published the Statistical Synthesis of Public Employment (SIEP) for the first quarter of 2024 on May 15, there were 20,822 jobs in the Regional Administration of Madeira (RAM) as of 31/03/2024. Compared to the previous quarter, the change was -89 jobs (-0.4%), with a year-on-year decrease of 162 jobs (-0.8%). Compared to the end of 2011, there was a drop of 531 jobs (-2.5%).
On the other hand, the Social Security Institute of Madeira, which according to the classification of institutional units should be presented separately from the Regional Administration of Madeira, recorded 1,345 jobs as of 31/03/2024, decreasing by 17 jobs (-1.2%) compared to the previous quarter. Year-on-year, there was a decrease of 11 jobs (-0.8%). Compared to 31/12/2011, there were 66 fewer jobs (-4.7%).
The Social Security Funds and the Regional Administration of Madeira were the only subsectors to show a decrease (-2.2% and -0.8%, respectively) in jobs compared to the same period last year. All other subsectors observed growth compared to the same period last year, with Local Government (+2.5%) leading the increases, followed by Central Administration (+0.1%). The Regional Government of the Azores showed virtually no change. The average year-on-year change across all Public Administrations was +0.5%.
Compared to the previous quarter, the subsectors showing growth were Local Government (+0.9%), the Regional Administration of the Azores (+0.6%), and Central Administration (+0.4%). The remaining subsectors registered decreases: Social Security Funds (-0.5%) and the Regional Administration of Madeira (-0.4%). The average for all Public Administrations was +0.4%.
The analysis of data related to employment in the public administration sector at the national level, for the period between December 2011 and March 2024, shows reductions only in the Social Security Funds (-16.0%) and the Regional Administration of Madeira (-2.5%). The other subsectors observed increases, with the largest relative growth occurring in the Regional Government of the Azores (+15.6%). There were also increases in Local Government (+9.3%) and Central Government (+1.7%). The average change for all Public Administrations was +2.9%.
Regarding the breakdown by role, career, and group, the most representative is teaching staff at 28.4%, followed by operational assistants and technical assistants, with 25.1% and 14.4% of the total RAM employment, respectively. Despite the hiring of workers for the careers of Senior Technician (net balance of incoming and outgoing workers of +36) and Doctor (+18), the reduction of Operational Assistants (-164) determined the overall year-on-year reduction of -162 jobs mentioned earlier.
Analysing the distribution of public employment by type of entity, it is observed that in the first quarter of 2024, Primary and Secondary Education Establishments concentrated 40.2% of the total jobs, followed by Regional Public Business Entities with 29.1% and Regional Directorates with 18.9%. These proportions are the same as those observed a year earlier.
The breakdown by Regional Secretariat (R.S.) shows that the R.S. of Education, Science, and Technology is responsible for the largest number of workers, with 9,860 jobs (47.4% of the total RAM), while the other Secretariats maintain employment volumes ranging from 190 (R.S. of Sea and Fisheries) to 984 (Regional Secretariat of Finance) jobs. It should be noted that the DGAEP, in this release, maintains the structure of the 13th Regional Government.
In January 2024, the average monthly base salary in the RAM was 1,794.73 euros, 3.7% higher than the overall average for Public Administrations, while the average monthly earnings (which corresponds to the aggregate of base salaries, bonuses, subsidies, or supplements) stood at 2,113.4 euros, also higher than the overall average by 3.4%. Compared to January 2023, the average monthly base salary in the RAM increased by 9.1% and the average monthly earnings by 9.6%.
Public companies not classified within the RAM had 2,484 jobs as of March 31, 2024, an increase of 11 (+0.4%) compared to the previous quarter and 59 (+2.4%) year-on-year. Compared to December 2012 (the earliest period for which information is available for this type of company), the number of jobs increased by 178 (+7.7%).
In the field of Local Administration, the eleven municipal councils of the Autonomous Region of Madeira (ARM) had 3,396 jobs in the reference period, an increase of 41 (+1.2%) compared to the previous quarter and of 198 (+6.2%) compared to the end of March 2023. In the parish councils of the ARM, 181 persons were employed as of 31/03/2024, up by 2 jobs (+1.1%) over the previous quarter and by 7 (+4.0%) year-on-year. Compared to 31/12/2011, the municipal councils increased their workforce by 203 (+6.4%) and the parish councils by 12 (+7.1%) workers.
