In the 1st quarter of 2025
Number of jobs in the Regional Administration of Madeira was 21 154, increasing for the second consecutive quarter

According to information released by the Directorate-General for Public Administration and Employment (DGAEP)—the entity responsible for compiling human resources data of state bodies and services at the national level—which published on May 16, the Statistical Summary of Public Employment (SIEP) for the 1st quarter of 2025, there were 21 154 jobs in the Regional Administration of Madeira (RAM) as of 31 March 2025. Compared to the previous quarter, the change was +12 jobs (+0.1%), while year-on-year there was a decrease of 231 jobs (-1.1%). Compared to the end of 2011, there was a decrease of 199 jobs (-0.9%).

Meanwhile, the Social Security Institute of Madeira, which according to the classification of institutional units must be presented separately from the RAM, recorded 1 250 jobs as of 31 March 2025, decreasing by 29 jobs (-2.3%) compared to the previous quarter. Year-on-year, a reduction of 95 jobs (-7.1%) was observed. Compared to 31 December 2011, there were 161 fewer jobs (-11.4%).

The Regional Administration of the Azores, the Social Security Funds, and the Regional Administration of Madeira were the only subsectors to show decreases in jobs year-on-year, of -3.4%, -3.0%, and -1.1%, respectively. All other subsectors saw growth compared to the same period last year, with Local Administration (+3.4%) leading increases, followed by Central Administration (+1.2%). The average year-on-year change across all Public Administrations was +1.3%.

Compared to the previous quarter, subsectors that grew included Local Administration and Central Administration (both +0.8%) and the Regional Administration of Madeira (+0.1%). The remaining subsectors registered decreases: Social Security Funds (-1.0%) and Regional Administration of the Azores (-0.1%). The average change across all Public Administrations was +0.7%.

Analysis of employment data in the institutional sector of public administrations nationally from December 2011 to March 2025 shows reductions only in the subsectors of Social Security Funds (-18.5%) and the Regional Administration of Madeira (-0.9%). Other subsectors saw increases, the largest relative growth being in Local Administration (+13.1%), Regional Administration of the Azores (+11.7%), and Central Administration (+2.8%). The average change across all Public Administrations was +4.3%.

Regarding breakdown by position, career, and group, the most representative category is teaching staff, with 27.4%, followed by operational assistants and technical assistants, with 26.8% and 14.0% of total RAM employment, respectively. The decreases in teaching staff (net balance of entries and exits of -118), technical assistants (-69), and operational assistants (-59) determined the overall year-on-year reduction of 231 jobs mentioned above, which the net increases in doctors (+18) and senior technicians (+14) were insufficient to offset.

Analysing employment distribution by type of entity, in the 1st quarter of 2025, Primary and Secondary Education Establishments concentrated 39.2% of total jobs, followed by Regional Public Business Entities with 28.7% and Regional Directorates with 17.9%.

The distribution by Regional Secretariat (R.S.) shows that the Secretariat for Education, Science and Technology has the highest number of workers, with 9 724 jobs (46.0% of total RAM employment), while other Secretariats maintain employment volumes ranging from 295 (Secretariat for Health and Civil Protection) to 1 380 (Secretariat for Agriculture, Fisheries and Environment).

In January 2025, the average gross monthly earning in the RAM was 1 833.2 euros, 1.4% higher than the overall average for Public Administrations, while the average monthly earnings (which include base remuneration, bonuses, allowances, or supplements) stood at 2 181.6 euros, also higher than the overall average by 0.7%. Compared to January 2024, the average gross monthly earning in the RAM grew by 3.2% and the average monthly earnings by 3.7%.

Public enterprises not classified within the RAM had 1 895 jobs as of 31 March 2025, 7 fewer (-0.4%) than the previous quarter and 26 fewer (-1.4%) year-on-year. Compared to December 2012 (the earliest period for which information on this type of enterprise exists), the number of jobs decreased by 411 (-17.8%).

Meanwhile, the eleven municipal councils of the Autonomous Region of Madeira had 3 603 jobs during the referenced period, 11 more (+0.3%) than the previous quarter and 212 more (+6.3%) than at the end of March 2024. Parish councils of ARM had 181 employees as of 31 March 2025, a number unchanged from the previous quarter and 2 fewer (-1.1%) year-on-year. Compared to 31 December 2011, municipal councils increased their staff by 410 (+12.8%) and parish councils by 12 (+7.1%).
