DREM releases education indicators from the Labour Force Survey 2022 and updates tertiary education data for the academic year 2021/2022
As in previous years, the Regional Directorate of Statistics of Madeira (DREM) releases some indicators regarding Education in the Autonomous Region of Madeira, resulting from the Labour Force Survey (LFS), as well as data regarding tertiary education for the academic year 2021/2022.
Early school leavers rate continues to drop
In the Autonomous Region of Madeira, the early school leavers rate in 2022 (expressed as a 3-year moving average, the only way that allows the release of this indicator for the Autonomous Region of Madeira, considering the current data release criteria) was 9.4%, a 0.8 percentage points (pp) drop over the previous year. This variable has been continuously decreasing since 2013 (the first year of the time series), when it stood at 28.0%, having declined by 18.6 pp in nine years. Although not in a linear way, there is a convergence between the regional and national school leavers rates. The latter, expressed as a 3-year moving average, stood at 6.9%, 2.5 pp lower than the regional rate. In 2013, the regional rate was 7.2 pp higher than the national rate. Note that in 2022, as in the previous nine years, the rate in question is higher for men (12.6%) than for women (6.1%). The difference between the two genders reached a minimum of 4.0 pp in 2020 and, it increased in 2021 and 2022, settling at 6.5 pp this year.
In 2022, the lifelong learning rate was 9.0%, the same value as in 2021, being higher among women (9.5%) than men (8.6%). This rate has been fluctuating, reaching a peak in 2018 (9.4%), falling in 2019 to 8.9% and again in 2020 to 7.9%, and standing at 9.0% in the last two years, as mentioned above. At a national level, the lifelong learning rate in 2022 increased by 0.9 pp, reaching 13.8%.
The schooling rates for the primary education level and secondary education level have been increasing between 2011 and 2021 but slightly decreased in 2022. In primary education, the indicator reflects the proportion of the resident population aged between 20 and 64 years with at least the lower secondary education, in the total resident population of the same age group, reaching 69.7% in the last year (48.3% in 2011 and 70.2% in 2021). The secondary education rate, which represents the proportion of the resident population that has completed secondary education, in the total resident population aged 20-64, increased from 31.6% in 2011 to 53.8% in 2021, decreasing to 52.1% in 2022. Considering only the 20-24 age group, in 2022, the rate reached 85.8% in the Autonomous Region of Madeira, a 5.0 pp increase compared to the previous year. At a national level, the schooling rates, in 2020, were 80.5% for primary education and 63.0% for secondary education.
The tertiary education rate of the resident population aged between 30 and 34 years residing in the Autonomous Region of Madeira (3-year moving average) was 35.3% in 2022 (43.6% for women and 27.5% for men). Although this percentage remains below the national average (42.1%), it is the highest value since 2013 (1st year of the time series with a rate of 27.2%).
Percentage of young persons that were not employed nor in education or training reaches a minimum value
The percentage of young persons (16-34 years) not employed who are neither in education nor in training (NEET) stood at 13.3%, 4.2 pp lower than in 2021, the minimum value of the series started in 2011. It should be noted that this indicator decreased in all age groups, with a sharp decrease in the 20-24 years age group (-7.9 pp). Apart from 2011, the percentage of young persons NEET was always higher in the 25-34 age group, reaching 16.0% in 2022, not exceeding 10.4% in the 16-24 age group. In 2022, the rate of women aged 16-34 years who are neither in education nor training (14.5%) was higher than that of men (12.2%). Regarding NEET, in 2022 the percentage was 13.3%, the equivalent to 8.0 thousand young persons, of whom 53.8% were inactive (4.3 thousand) and 46.3% were unemployed (3.7 thousand).
At a national level, between 2021 and 2022, there was also a decrease in the abovementioned rate, with the 16-34 age group going from 10.7% in 2021 to 9.4% in 2022 (-1.3 pp). In the last year, the rate of women (9.8%) surpassed that of men (8.9%) by 0.9 pp. By age group, in 2022, the rate of young NEET aged between 16 and 24 years was 7.2% (8.4% in 2021) and in the age group between 25 and 34 years was 11.3% (12.7% in 2021).
Enrolment rate in tertiary education stood at 16.0% in 2021/2022
In the academic year under question (2021/2022), in the 8 establishments providing tertiary education in the Autonomous Region of Madeira, there were 4.0 thousand students (up by 231 students over the previous academic year) and 463 teachers (increasing by 62 over the previous academic year). Of the total number of students enroled, 89.5% were in public education and 10.5% in private education.
The enrolment rate in higher education was 16.0% in 2021/2022 (13.4% in the previous academic year), the highest value since 2003/2004.
In the academic year 2021/2022, 9.0 thousand students with residence in the Autonomous Region of Madeira were enroled in tertiary education establishments in Portugal. Since 2015/2016, this indicator has maintained an increasing trend. Of the total number of students enroled, 40.9% were studying in establishments in the Autonomous Region of Madeira, 26.9% in Área Metropolitana de Lisboa, 14.8% in Norte, 13.2% in Centro, 2.6% in Alentejo, 1.0% in Algarve and only 0.6% in the Autonomous Region of the Azores.
By type of course/ study cycle, in the academic year 2021/2022, 64.9% of the students were enroled in a 1st cycle undergraduate degree, 13.8% in a master's degree, 9.6% in an integrated master's degree, 6.7% in a professional higher technical course, 2.9% in a 3rd cycle of a doctoral degree and 2.1% in other study cycles. Of these students, 90.9% were enroled in public education and 9.1% in private education.
