In the third quarter of 2024
Number of jobs in the Regional Administration of Madeira stood at 21,058, marking a decline for the fourth consecutive quarter
 

According to information released by the Directorate-General for Administration and Public Employment (DGAEP)—the organisation in charge of the compilation of data on human resources in public bodies and services at the national level—on November 14, the "Statistical Synthesis of Public Employment" (SIEP) for the third quarter of 2024 reported 21,058 jobs within the Regional Administration of Madeira (RAM) as of 30th September 2024. This represents a decrease of 152 jobs (-0.7%) compared to the previous quarter and a year-on-year reduction of 457 jobs (-2.1%). Compared to the end of 2011, there was a drop of 295 jobs (-1.4%).

Meanwhile, the Social Security Institute of Madeira, which according to the classification of institutional units is presented separately from the Regional Administration of Madeira, recorded 1,295 jobs as of 30th September 2024, a decrease of 23 positions (-1.7%) compared to the previous quarter. Year-on-year, there was a reduction of 67 jobs (-4.9%). Compared to 31st December 2011, the number of jobs had fallen by 116 (-8.2%).

The Regional Administration of Madeira, Social Security Funds, and the Regional Administration of Azores were the sub-sectors that exhibited job reductions of 2.1%, 2.0%, and 1.3%, respectively, compared to the same period last year. Other sub-sectors showed year-on-year growth, with Local Government (+3.0%) leading the increases, followed by Central Government (+0.8%). The overall year-on-year change in all Public Administrations was +1.0%.

Compared to the previous quarter, Local Government (+0.8%) was the only sector to show an increase, with a growth rate exceeding the average for Public Administrations, which stood at -0.4%. The sub-sectors of the Regional Administration of Azores, Social Security Funds, Regional Administration of Madeira, and Central Government experienced decreases of 2.3%, 0.8%, 0.7%, and 0.6%, respectively.

An analysis of employment data in the public administration sector at the national level, for the period between December 2011 and September 2024, reveals reductions only in the sub-sectors of Social Security Funds (-17.1%) and the Regional Administration of Madeira (-1.4%). All other sub-sectors saw increases, with the largest relative growth observed in the Regional Administration of Azores (+12.5%). In Local Government (+11.2%) and Central Government (+0.9%), there were also increases. The average change in all Public Administrations was +2.6%.

With regard to the breakdown by position, career, and group, the most represented group was teaching staff, accounting for 27.2% of total employment, followed by operational assistants (26.9%) and technical assistants (14.1%) within the RAM. The reduction in teaching staff positions (net balance of -192), operational assistants (-169), and technical assistants (-109) explains the overall year-on-year decrease in the third quarter of 2024. The careers with the most significant increases were higher-level technicians (+50), medical staff (+21), and research staff (+9).

Analysing the distribution of public employment by type of entity, as of the third quarter of 2024, Primary and Secondary Education Establishments accounted for 39.1% of total jobs (39.3% in the same period the previous year), followed by Regional Public Business Entities at 28.6% (28.2% a year earlier), and Regional Directorates at 18.5% (18.4% at the end of the third quarter of 2023).

The breakdown by Regional Secretariat (S.R.) shows that the Regional Secretariat of Education, Science, and Technology had the largest number of employees, with 9,651 jobs (45.8% of the total for the RAM), while the remaining Secretariats showed employment levels ranging from 286 (S.R. of Health and Civil Protection) to 1,242 (Regional Secretariat of Agriculture and Environment) jobs.

In July 2024, the average monthly base salary in the RAM was 1,806.8 euros, which was 2.5% higher than the overall Public Administration average. Meanwhile, the average monthly earnings (which include base salaries, bonuses, allowances, and supplements) stood at 2,127.7 euros, 0.7% higher than the national average. Compared to July 2023, the average monthly base salary in the RAM increased by 8.0%, while average monthly earnings rose by 8.4%.

Public companies not classified within the RAM had 1,913 jobs as of 30th September 2024, a decrease of 82 (-4.1%) from the previous quarter and 54 (-2.8%) year-on-year. Compared to December 2012 (the earliest period for which data is available for these types of companies), the number of jobs decreased by 393 (-17.0%).

Furthermore, the eleven municipalities within the Autonomous Region of Madeira had 3,540 jobs during the reference period, an increase of 48 (+1.4%) from the previous quarter and 184 (+5.5%) compared to the end of September 2023. In the parish councils of Madeira, 183 persons were employed as of 30th September 2024, two more (+1.1%) than the previous quarter and four more (+2.2%) year-on-year. Compared to 31st December 2011, municipal employment increased by 347 jobs (+10.9%), while parish council employment rose by 14 jobs (+8.3%).
