In the 4th quarter of 2024
Number of jobs in the Regional Administration of Madeira was 21 142
According to the information released by the Directorate-General for Administration and Public Employment (DGAEP) – the organisation responsible for compiling information on human resources in state administration bodies and services at the national level – which published on February 14th the Statistical Synthesis of Public Employment (SIEP) for the 4th quarter of 2024, there were 21 142 jobs in the Regional Administration of Madeira (RAM) as of 31st December 2024. Compared to the previous quarter, there was an increase of 84 jobs (+0.4%), while year-on-year, there was a decrease of 334 jobs (-1.6%). Compared to the end of 2011, there was a reduction of 211 jobs (-1.0%).
Meanwhile, the Social Security Institute of Madeira, which, according to the classification of institutional units, must be presented separately from the Regional Administration of Madeira, recorded 1 279 jobs as of 31/12/2024, a decrease of 16 jobs (-1.2%) compared to the previous quarter. Year-on-year, there was a reduction of 83 jobs (-6.1%). Compared to 31st December 2011, there were 132 fewer jobs (-9.4%).
The analysis of employment data in the public administration sector at the national level, for the period between December 2011 and December 2024, reveals reductions only in the Social Security Funds subsector (-17.7%) and the Regional Administration of Madeira (-1.0%). The other subsectors experienced increases, with the most significant relative growth occurring in Local Government (+12.1%). The Regional Administration of the Azores (+11.8%) and the Central Government (+2.1%) also registered growth. The average increase across all Public Administrations was +3.6%.

The subsectors that recorded increases compared to the end of 2023 were Local Government (+3.3%) and Central Government (+0.7%). The remaining subsectors registered a year-on-year decrease of 2.7% in the Regional Administration of the Azores, 2.5% in Social Security Funds, and 1.6% in the Regional Administration of Madeira. The average year-on-year change in Public Administrations was +1.0%.
Compared to the previous quarter, the Central Government (+1.2%) showed growth above the Public Administration average (+1.0%). Increases below the average were recorded in the Local Government (+0.8%) and the Regional Administration of Madeira (+0.4%). The remaining subsectors showed decreases of 0.6% in the Regional Administration of the Azores and 0.7% in Social Security Funds.
Between 2018 and 2023, the RAM consistently recorded a positive balance between worker entries and exits in the RAM entities. However, in 2024, there was a return to a negative balance (-334).
Regarding the breakdown by position, career, and group, the most representative group is teaching staff, comprising 27.5% of the total, followed by operational assistants and technical assistants, with 26.8% and 14.1%, respectively. The decrease in employment in the 4th quarter of 2024 was mainly due to net losses in teaching staff (-128), operational assistants (-126), and technical assistants (-82). The careers with the most significant increases were higher-level technician (+45), medical staff (+18), scientific research staff (+12), and higher-level health technician (+10).
Compared to the end of 2011, the medical career (+73.8%), higher-level technician (+60.3%), IT specialist (+21.0%), diagnostic and therapeutic technician (+20.5%), tax and customs administration (+19.2%), and nursing (+18.4%) recorded the highest growth rates. Conversely, the most significant decreases were in the careers of registrars and notaries (-28.6%), registry and notary officials (-19.1%), preschool and primary/secondary school teachers (-15.3%), technical assistants (-12.2%), and operational assistants (-5.5%).
By Regional Secretariat, the Secretariat for Education continues to employ the highest number of workers, with 9 775 jobs (46.2% of the total RAM workforce), while the other Secretariats maintain employment levels ranging from 291 (Secretariat for Health and Civil Protection) to 1 401 (Secretariat for Agriculture, Fisheries, and Environment) jobs.
If the RAM employment figures are combined with those of the Social Security Institute of Madeira, municipalities, and parish councils, public employment in the Autonomous Region of Madeira represented 19.8% of the active population in the last quarter of 2024 (20.1% in the same period the previous year) and 21.0% of the employed population (21.4% in the same period the previous year). However, these percentages do not include public companies not classified within the RAM perimeter (i.e., those considered commercial entities) or the services and entities under the Central Government operating in the Region.
At the end of 2023, the feminisation rate in the RAM was 68.7%, meaning that around seven out of ten workers were female, a ratio higher than the national average for Public Administrations, which stands at approximately 62.4%. The RAM has a higher feminisation rate than all other subsectors except Social Security Funds (82.4%).
The estimated average age of the RAM workers in June 2024 was 49.5 years, slightly higher than the previous year (49.1 years). The careers with the highest average ages were registry and notary officials (55.7 years) and registrars and notaries (53.5 years), while the youngest average ages were found in scientific research (38.5 years) and medical careers (40.1 years).
Regarding educational qualifications, more than half of the RAM workers (57.6%) hold higher education degrees, 22.5% have only completed primary education, and 19.9% have completed secondary education. Around 6.6% have a level of education higher than a bachelor's degree (6.3% with a master's and 0.3% with a doctorate).
Notably, women exceed the already high feminisation rate of 68.3% in secondary education (70.4%), bachelor's degrees (81.5%), and undergraduate degrees (72.1%).
In October 2024, the average monthly base salary in the RAM was 1 807.8 euros, 2.0% higher than the overall average for Public Administrations, while the average total monthly earnings (including base salary, bonuses, allowances, or supplements) stood at 2 160.8 euros, also 1.1% higher than the overall average. Compared to October 2023, the average base salary in the RAM increased by 6.6%, and the total monthly earnings grew by 6.9%.
Public companies not classified within the RAM had 1 902 jobs as of December 31, 2024, a year-on-year decrease of 6 (-0.3%) and 404 fewer jobs than on December 31, 2012 (-17.5%).
In the domain of Local Government, as of December 31, 2024, the eleven municipalities of the Autonomous Region of Madeira were responsible for 3 592 jobs, an increase of 237 (+7.1%) compared to the end of 2023 and 399 (+12.5%) compared to December 31, 2011. Meanwhile, the 54 parish councils of the Region had 181 jobs, an increase of 2 (+1.1%) year-on-year and 12 (+7.1%) more than on December 31, 2011.
