In the 3rd quarter of 2025
Number of jobs in the Regional Administration of Madeira increased by 0.3% year-on-year, below the growth recorded for Public Administration as a whole (+1.8%)

According to the information released by the Directorate-General for Administration and Public Employment (DGAEP)—the entity responsible for compiling data on the human resources of the State administration’s bodies and services at national level—which published on 14th November the Statistical Summary of Public Employment (SIEP) for the 3rd  quarter of 2025, there were 21 119 jobs in the Regional Administration of Madeira (ARM) as at 30th September of 2025. Compared with the previous quarter, the change amounted to +97 jobs (+0.5%), while the year-on-year change corresponded to an increase of 61 jobs (+0.3%). When compared with the end of 2011, there was a reduction of 234 jobs (-1.1%).

The Social Security Institute of Madeira, which, according to the institutional units classification, must be presented separately from the ARM, accounted for 1 227 jobs on the 30th of September of 2025, representing a decrease of 22 jobs (-1.8%) compared with the previous quarter. Year-on-year, there was a decline of 68 jobs (-5.3%). Compared to 31st of December of 2011, the number of jobs fell by 184 (-13.0%).

The Social Security Funds and the Regional Administration of the Azores were the only sub-sectors showing decreases in the number of jobs compared to the same period of the previous year, of 2.6% and 2.3% respectively. All other sub-sectors recorded year-on-year increases, with Local Government (+3.7%) leading the growth, followed by Central Administration (+1.6%) and the Regional Administration of Madeira (+0.3%). The average year-on-year change for Public Administration as a whole stood at +1.8%.

Compared with the previous quarter, Local Administration (+1.0%) and the Regional Administration of Madeira (+0.5%) were the only sub-sectors to register an increase. The Regional Administration of the Azores, the Social Security Funds and Central Administration recorded decreases of 1.2%, 0.7% and 0.5% respectively, all above the average decline for Public Administration (-0.2%).

The analysis of employment in the institutional sector of public administrations at the national level, for the period between December 2011 and September 2025, shows reductions only in the Social Security Funds (-19.2%) and the Regional Administration of Madeira (-1.1%). All other sub-sectors recorded increases, the most substantial being that of Local Administration (+15.3%), followed by the Regional Administration of the Azores (+9.9%). Central Administration also registered growth (+2.5%). The average change for Public Administration as a whole stood at +4.4%.

Breaking down by position, career and group, the most representative group continued to be teaching staff, accounting for 27.8% (27.2% in the 3rd quarter of 2024), followed by operational assistants and technical assistants, representing 26.3% and 14.0% of total ARM employment, respectively (27.0% and 14.1% in the corresponding period).

The increase observed in the 3rd quarter of 2025 is explained by the net inflow of teaching staff (+137), nurses (+35) and senior technical staff (+18). The careers showing the largest reductions were operational assistants (-126), other security staff (-13) and technical assistants (-12).

Regarding the distribution of public employment by type of entity, data show that in the 3rd quarter of 2025, Primary and Secondary Education Establishments accounted for 39.5% of total jobs (39.1% in the corresponding period), followed by Regional Public Business Entities with 28.6% (unchanged from the previous year), and the Regional Directorates with 17.7% (18.5% at the end of the 3rd quarter of 2024).

A breakdown by Regional Secretariat (R.S.) shows that the R.S. for Education, Science and Technology accounted for the largest number of employees, with 9 794 jobs (46.4% of total the ARM employment), while the remaining Secretariats maintained employment levels ranging between 307 jobs (R.S. for Health and Civil Protection) and 1 345 jobs (R.S. for Agriculture, Fisheries and Environment).

In July 2025, the average gross monthly earnings in the ARM amounted to 1 925.0 euros, 2.6% above the overall Public Administration average, while the average monthly earnings (covering basic pay, bonuses, allowances and supplements) stood at 2 263.7 euros, also higher than the overall average by 0.4%. Compared with July 2024, the average gross monthly earnings in the ARM rose by 6.5%, while average monthly earnings increased by 6.4%.

Public enterprises not classified within the ARM recorded 1 956 jobs as of 30 September 2025, 14 more (+0.7%) than in the previous quarter and 43 more (+2.2%) year-on-year. Compared with December 2012 (the earliest period for which information for this category of entities is available), the number of jobs fell by 350 (-15.2%).

The eleven municipalities of the Autonomous Region of Madeira (ARM) accounted for 3 721 jobs in the reference period, 35 more (+0.9%) than in the previous quarter and 181 more (+5.1%) than at the end of September 2024. In the ARM parish councils, 187 persons were employed as of 30th of September 2025, three more (+1.6%) than in the previous quarter and four more (+2.2%) year-on-year. Compared with 31st of December of 2011, Municipal Councils increased their staff by 528 workers (+16.5%) and parish councils by 18 workers (+10.7%).
