In the second quarter of 2024

Number of jobs in the Regional Administration of Madeira stood at 21,210, marking a decline for the third consecutive quarter

According to information released by the Directorate-General for Administration and Public Employment (DGAEP)—the entity responsible for compiling information regarding human resources in public bodies and services at the national level—on 14th August, the "Statistical Synthesis of Public Employment" (SIEP) for the second quarter of 2024 reported 21,210 jobs within the Regional Administration of Madeira (RAM) as of 30th June 2024. This reflects a decrease of 175 jobs (-0.8%) compared to the previous quarter and a year-on-year reduction of 289 jobs (-1.3%). Compared to the end of 2011, there was a decrease of 143 jobs (-0.7%).

Meanwhile, the Social Security Institute of Madeira, which according to the classification of institutional units should be presented separately from the Regional Administration of Madeira, recorded 1,318 jobs as of 30th June 2024, a decrease of 27 positions (-2.0%) from the previous quarter. Year-on-year, there was a reduction of 37 jobs (-2.7%). Compared to 31 December 2011, the number of jobs had fallen by 93 (-6.6%).

The Social Security Funds, the Regional Administration of Madeira, and the Regional Administration of Azores were the sub-sectors that exhibited job reductions of 2.3%, 1.3%, and 0.2% respectively compared to the same period last year. Other sub-sectors showed year-on-year growth, with Local Government (+2.9%) leading the increases, followed by Central Government (+0.1%). The overall year-on-year change in all Public Administrations was +0.5%.

Compared to the previous quarter, Local Government (+0.9%) was the only sector to show an increase, with a growth rate exceeding the average for Public Administrations, which stood at 0.1%. The sub-sectors of the Regional Administration of Madeira, Social Security Funds, and Regional Administration of Azores experienced decreases of 0.8%, 0.6%, and 0.4%, respectively. The Central Government showed almost no change.

An analysis of employment data in the public administration sector at the national level, for the period between December 2011 and June 2024, reveals reductions only in the sub-sectors of Social Security Funds (-16.5%) and the Regional Administration of Madeira (-0.7%). All other sub-sectors saw increases, with the largest relative growth observed in the Regional Administration of Azores (+15.1%). In Local Government (+10.4%) and Central Government (+1.6%), there were also increases. The average change in all Public Administrations was +3.0%.

With regard to the breakdown by position, career, and group, the most represented group was teaching staff, accounting for 27.6% of total employment, followed by operational assistants (26.6%) and technical assistants (14.1%) within the RAM. The reduction in operational assistant positions (net balance of -210), teaching staff (-45), and technical assistants (-37) explains the overall year-on-year decrease in the second quarter of 2024. The careers with the most significant increases were higher-level technicians (+24), medical staff (+12), and higher-level health technicians (+6).

Analysing the distribution of public employment by type of entity, as of the second quarter of 2024, Primary and Secondary Education Establishments accounted for 39.1% of total jobs (39.0% in the same period the previous year), followed by Regional Public Business Entities at 28.5% (28.4% a year earlier), and Regional Directorates at 18.6% (18.4% at the end of the second quarter of 2023).

The breakdown by Regional Secretariat (S.R.) shows that the Regional Secretariat of Education, Science, and Technology was responsible for the largest number of employees, with 9,787 jobs (46.1% of the total for the RAM), while the remaining Secretariats had employment levels ranging from 191 (S.R. of Sea and Fisheries) to 979 (Regional Secretariat of Finance) jobs. It should be noted that in this release, DGAEP retains the structure of the 13th Regional Government.

In April 2024, the average monthly base salary in the RAM was 1,808.8 euros, which was 3.1% higher than the overall Public Administration average. Meanwhile, the average monthly earnings (which include base salaries, bonuses, allowances, and supplements) stood at 2,120.7 euros, 1.8% higher than the national average. Compared to April 2023, the average monthly base salary in the RAM increased by 9.5%, while average monthly earnings rose by 10.5%.

Public companies not classified within the RAM had 1,995 jobs as of 30th June 2024, an increase of 74 (+3.9%) from the previous quarter and 57 (+2.9%) year-on-year. Compared to December 2012, the number of jobs decreased by 311 (-13.5%).

The average estimated age of employees within the Regional Administration of Madeira was 49.3 years as of December 2023, compared to 49.0 years in December 2022.

As for qualifications, at the end of 2023, it was observed that more than half of the Autonomous Region of Madeira workers (58.5%) held higher education qualifications, 21.7% had only primary education, and the remaining 19.8% had secondary education.

Furthermore, the eleven municipalities within the Autonomous Region of Madeira had 3,492 jobs during the reference period, an increase of 101 (+3.0%) from the previous quarter and 194 (+5.9%) compared to the end of June 2023. In the parish councils of Madeira, 181 persons were employed as of 30th June 2024, two fewer (-1.1%) than the previous quarter and four more (+2.3%) year-on-year. Compared to 31st December 2011, municipal employment increased by 299 jobs (+9.4%), while parish council employment rose by 12 jobs (+7.1%).
