DREM releases Education indicators resulting from the 2023 Labour Force Survey

As in previous years, the Regional Directorate of Statistics of Madeira (DREM) has released a set of education-related indicators for the Autonomous Region of Madeira, derived from the 2023 Labour Force Survey (LFS).

Early school leavers rate continues to decline

In the Autonomous Region of Madeira, the early school leavers rate for 2023 (expressed as a 3-year moving average, the only mode that allows the release of this indicator for the ARM, according to the current dissemination criteria) stood at 9.0%, reflecting a decrease of 0.4 percentage points (pp) compared to the previous year. This variable has been on a continuous downward trend since 2013,  the first year of the time series, when it reached 28.2%. Over the past decade, it has decreased by 19.2 percentage points. Although not in a linear manner, there is a trend towards convergence between the regional early school leavers rate and the national average, which stood at 6.9% as a 3-year moving average in 2023, reflecting a differential of 2.1 pp. In 2013, the regional rate exceeded the national rate by 7.5 pp. Between 2013 and 2023, the decline in this rate in the ARM was 19.2 pp, whereas at the national level, it was 13.7 pp. It is noteworthy that in 2023, in ARM, as in the previous ten years, this rate was higher for men (13.0%) than for women (4.9%). After reaching a minimum gender differential of 3.9 pp in 2020, this gap has widened over the last three years, reaching 8.1 pp in 2023.

Lifelong learning rate reaches the highest value in the time series

In 2023, the lifelong learning rate was 9.3%, the highest value in the series that began in 2011, with the rate being higher among women (11.0%) than men (7.6%). At the national level, in 2023, the lifelong learning rate stood at 13.3%, decreasing by 0.1 pp compared to the previous year.

Schooling rates on the rise

The schooling rates for primary education level and secondary education level showed an upward trend between 2011 and 2023. For primary education, the indicator reflects the proportion of the resident population aged between 20 and 64 years with at least completed lower secondary education, within the total resident population of the same age group, having reached 66.7% in the last year (up from 48.2% in 2011 and 67.4% in 2022). On the other hand, the schooling rate for secondary education, which represents the proportion of the resident population who completed secondary education, in the total resident population aged between 20 and 64 years, increased to 50.2% (31.5% in 2011 and 49.4% in 2022). Focusing solely on the age group 20-24 years, this latter rate reached 89.4% in the ARM in 2023, reflecting an increase of 3.9 pp compared to the previous year. At the national level, the schooling rates in 2023 were 79.6% for primary and 61.4% for secondary education.

Meanwhile, the schooling rate for the tertiary education level of the resident population in the Autonomous Region of Madeira aged between 30 and 34 years (3-year moving average) stood at 35.8% in 2023 (43.7% for women and 27.5% for men). Although this percentage remains below the national average (41.2%), it represents an increment of 8.6 pp compared to 2013 (the first year of the time series with a rate equal to 27.2%).

Percentage of youth not employed nor in education or training reaches minimum

In 2023, the percentage of young persons (16-34 years) not employed and not in education or training (NEET) stood at 11.9%, 1.4 pp lower compared to 2022, constituting the minimum value of the series that began in 2011. It is noteworthy that this indicator decreased by 2.1 pp in the 25-34 age group. In the last year, the percentage of women between 16 and 34 years not in education or training (11.4%) was lower than that of men (12.4%), reversing the trend observed in recent years. The percentage of 11.9% NEET in 2023 corresponds to 6.2 thousand young persons, of whom 3.7 thousand were inactive and 2.5 thousand were unemployed, corresponding to rates of 59.9% and 40.1%, respectively.

Conversely, at the national level, between 2022 and 2023, there was an increase in the said rate, from 9.5% in 2022 to 9.7% in 2023 (+0.2 pp). In the latter year, the NEET rate for women (10.1%) exceeded that of men (9.4%) by 0.7 pp. By age group, in 2023, the NEET rate for young persons aged between 25 and 34 years was 10.6% (11.5% in 2022).
