DREM releases local administration accounts for 2022

The Regional Directorate of Statistics of Madeira (DREM) has released a set of data pertaining to the Local Administration Accounts of the Autonomous Region of Madeira for 2022, presenting preliminary figures. This information is published annually in the “Statistical Yearbook of the Autonomous Region of Madeira” and is also available on the website of Statistics Portugal (INE).

The data originate from the SIIAL database (the Portuguese acronym for Integrated System of Information of Local Government) managed by the Directorate-General of Local Authorities (DGAL), adopting a cash accounting perspective.

Improved balance between revenues and expenditures in non-financial operations across Municipal Councils in 2022

In 2022, the per capita revenue from non-financial operations of municipal councils in the region amounted to 916 euros, compared to 827 euros in 2021. The highest per capita revenue was recorded in Porto Moniz (2,904 euros, up from 2,550 euros in 2021), while Câmara de Lobos reported the lowest, at 584 euros (458 euros in the previous year). Notably, the regional average for this metric reached its highest point since the starting value (year of 2011) of the time series.

The ratio of revenues to expenditures in non-financial operations, expressed as a percentage of the former to the latter, was 113.9% in 2022, an increase of 20.5 percentage points compared to 2021. Among municipalities, Santa Cruz reported the highest ratio (124.4%), followed by Funchal and Santana (116.1%) and Calheta (115.6%). Conversely, São Vicente (99.5%), Porto Santo (104.3%), and Ponta do Sol and Câmara de Lobos (107.0%) exhibited the lowest ratios.

The proportion of tax revenues within non-financial operations' revenues increased from 28.1% in 2021 to 33.9% in 2022. Larger municipalities, alongside Porto Santo, reported higher ratios for this indicator. For instance, tax revenue accounted for 42.6% of total revenues in Funchal (33.6% in 2021) and 38.1% in Santa Cruz (34.6% in 2021). Porto Santo showed an increase from 46.3% in 2021 to 48.8% in 2022, while Porto Moniz recorded the lowest ratio (6.8% in 2022, 7.0% in 2021).

Another noteworthy indicator is the proportion of personnel expenses in total expenditures, which stood at 31.9% in 2022, compared to 30.1% in 2021. São Vicente reported the lowest ratio (16.2%), while Porto Santo reported the highest (49.6%). Larger municipalities exhibited intermediate values, with this indicator at 24.8% in Câmara de Lobos, 34.1% in Santa Cruz, 35.1% in Funchal, and 42.0% in Machico.

Municipal revenues increased in 2022, while expenditures declined

In 2022, the total revenues of Madeira's municipal councils amounted to 232.8 million euros, reflecting a 12.1% increase compared to the previous year. Of this total, 91.5% were current revenues, while 8.5% were capital revenues. Current revenues rose by 14.0% relative to 2021, whereas capital revenues decreased by 4.6%. By municipality, Funchal accounted for 47.4% of the total current revenues, followed by Santa Cruz at 12.3%.

Expenditures amounted to 204.5 million euros in 2022, representing an 8.0% decrease compared to 2021. Both current and capital expenditures declined, by 2.9% and 22.1%, respectively. Current expenditures comprised 77.3% of total expenditures, while capital expenditures accounted for 22.7%.
