DREM releases Local Administration Accounts for 2023

The Regional Directorate of Statistics of Madeira (DREM) today publishes a set of information pertaining to the Local Administration Accounts of the Autonomous Region of Madeira for the year 2023, comprising preliminary figures. These data are published annually in the “Statistical Yearbook of the Autonomous Region of Madeira” and are also available on the website of Statistics Portugal (INE).

The data originate from the SIIAL database (the Portuguese acronym for Integrated System of Information of Local Government) managed by the Directorate-General of Local Authorities (DGAL), adopting a cash accounting perspective.

In 2023, the share personnel expenditure in total expenditure of municipal councils dropped slightly from 2022

In 2023, the non-financial operation per inhabitant of the municipal councils in the Region amounted to 966 euros (916 euros in 2022), reaching the highest value in the municipality of Porto Moniz, specifically 3 499 euros (2 904 euros in the previous year). At the opposite end, Câmara de Lobos recorded revenues per inhabitant of 623 euros (584 euros in 2022). It should be noted that the regional ratio represents the highest level since the start of the series (2011).

The ratio of revenues to expenditures in non-financial operations, expressed as a percentage of the former to the latter, stood at 102.6% in 2023 (a decrease of 11.3 percentage points compared to 2022). In the year under review, Porto Moniz exhibited the highest revenue-to-expenditure ratio (118.7%), followed by Santana (118.6%) and Ponta do Sol (112.9%). Conversely, Ribeira Brava (85.1%), Porto Santo (94.1%), and Funchal (99.9%) recorded the lowest ratios.

The share of taxes in non-financial operations increased from 33.9% in 2022 to 35.5% in 2023. Larger municipalities, along with Porto Santo, registered the highest ratios for this indicator. In Funchal, the share was 45.4% (42.6% in the previous year) and in Santa Cruz 38.5% (38.1% in 2022). Porto Santo’s share rose from 48.8% in 2022 to 49.1% in 2023, while Santana reported the lowest ratio (12.0% in 2023; 11.3% in 2022).

Another relevant indicator is personnel expenditure as a share of total expenditures, which in 2023 stood at 31.3% (31.9% in 2022). In 2023, Ribeira Brava recorded the lowest ratio (18.1%) and Machico the highest (42.4%). Larger municipalities held intermediate positions: 25.5% in Câmara de Lobos, 32.7% in Santa Cruz, and 34.3% in Funchal.

Municipal revenues grew less than expenditures in 2023

The total revenues of the municipal councils of the Autonomous Region of Madeira (ARM) in 2023 amounted to 247.8 million euros, an increase of 6.4% compared to the previous year. Of this total, 89.3% comprised current revenues and 10.7% capital revenues. In 2023, current revenues increased by 3.9% compared to 2022, while capital revenues rose by 33.8%. By municipality, Funchal accounted for 46.9% of the total current revenues of all municipal councils, followed by Santa Cruz with 13.1%.

Regarding expenditure, the total amounted to 241.5 million euros, an increase of 18.1% compared to 2022. Current and capital expenditure components rose by 16.1% and 25.1%, respectively. In 2023, current expenditures represented 76.0% of total expenditure, while capital expenditures accounted for 24.0%.
