Foreign Direct Investment in the Autonomous Region of Madeira decreased compared with 2024

The Regional Directorate of Statistics of Madeira (DREM) releases today information on Foreign Direct Investment (FDI) in the Autonomous Region of Madeira (ARM) for 2025, based on data from the Bank of Portugal (BdP).

The data is presented by beneficiary NUTS 2 region and segmented by enterprise headquarters (location of the entity directly receiving the FDI) and by establishment (which also includes the location of other relevant entities within the perimeter of FDI beneficiary enterprises). This segmentation supports the analysis presented.

ARM maintains fifth position in the national FDI ranking in 2025

In 2025, FDI in enterprises headquartered located in the ARM amounted to 8 190.7 million euros. Although a decrease of 3.6% was recorded compared with 2024, this decline was less pronounced than that observed in the previous year, when compared to 2023 (-4.4%), reflecting a slight moderation in the pace of decline.

In establishments located in the ARM, and following the revision of the 2023 and 2024 figures, FDI reached 8 709.9 million euros, corresponding to a reduction of 3.0% compared with 2024, following the 3.6% decrease recorded between 2023 and 2024. As in the case of headquarters, a deceleration in the downward trend is therefore observed.

An analysis of developments over the period 2017–2025 shows a generally downward trajectory of FDI in the Region, both in enterprise headquarters and establishments. The only exception occurred in establishments in 2023, when a slight increase (+0.9%) was recorded.

At the national level, the distribution of the FDI stock remains highly concentrated. In 2025, Grande Lisboa continued to account for more than half of the FDI carried out in Portugal (55.3% in headquarters and 53.0% in establishments), maintaining a substantial lead over the remaining eight NUTS 2 regions. This was followed, at a considerable distance, by Norte (19.6% and 17.4%, respectively), Algarve (9.5% and 10.1%) and Centro (5.0% and 6.6%). The ARM accounted for 3.8% of the total in enterprise headquarters and 4.1% in establishments, maintaining an intermediate position in the national context. Among the regions with the lowest shares of FDI were Alentejo (3.1% and 3.5%), Peninsula de Setúbal (2.1% and 2.7%), Oeste and Vale do Tejo (1.5% and 2.3%), and the ARA - Autonomous Region of the Azores (0.2% and 0.3%).

In absolute terms, the ARM ranks fifth in the national FDI ranking in 2025, both in enterprise headquarters and establishments, maintaining the position recorded in the previous year. Nevertheless, it was the only region to register decreases in both dimensions, contrasting with the positive developments observed in the remaining regions.

In 2025, the most significant increases in enterprise headquarters were recorded in the ARA - Autonomous Region of the Azores (+17.0%), Norte (+13.6%), Alentejo (+13.4%) and Algarve (+10.0%). In establishments, the most notable increases were observed in Península de Setúbal (+13.1%), Oeste and Vale do Tejo (+12.3%), Algarve (+9.6%) and Grande Lisboa (+7.4%).
